Enrique ter Horst

Enrique ter Horst (born November 22, 1948 in Caracas ) is a Venezuelan lawyer and political analyst as well as a functionary of the United Nations (UN).

He completed his law studies at the Universidad Central de Venezuela , where he graduated in 1971 with a diploma. In 1986 he became the Venezuelan ambassador for the foreign service. From 1987 to 1989 he was deputy president of the International Fund for Agricultural Development (IFAD). From 1989 to 1992 he was Assistant to the Secretary General of the United Nations in the Office of the Director General for Development and International Economic Relations, was Representative of the UN Secretary General at the United Nations University For Peace (UPEACE) and Secretary of the Administrative Committee for Coordination ( ACC ). As a special envoy, he headed the UN missions ONUSAL in El Salvador from April 1994 to September 1995, from April 1996 at UNMIH , then UNSMIH and then UNTMIH in Haiti . He was also appointed in 1998 by Kofi Annan as representative of Mary Robinson in her function as UNHCHR .

Enrique ter Horst was also Chairman of the Commission for Multinational Cooperation at the International Labor Organization (ILO).
