The Ente Nazionale per l'Aviazione Civile (ENAC) is the Italian civil aviation authority . It reports to the Ministry of Transport in Rome . It was founded by Decreto Ministeriale 31 ottobre 1997. The ENAC can roughly be compared with the German Federal Aviation Office .

tasks

ENAC is responsible for technical regulations, certifications and tests in civil aviation. It deals in particular with the approval of aircraft , the approval and monitoring of (technical) aviation companies and airlines and the licensing of pilots , technicians, etc. In addition, it also has regulatory tasks in the field of airports and their operation ( operating companies ). In cooperation with the Italian Air Force and the Italian air traffic control ENAV , she also coordinates civil and military aviation in Italy . In the event of an aircraft accident, the Agenzia Nazionale per la Sicurezza del Volo (ANSV) takes action.

The ENAC is a specialist authority that is bound by the general political directives of the Ministry of Transport. In the area of ​​civil aviation, ENAC regularly advises the Ministry of Transport and Parliament , especially when it comes to legislative matters.

At the head of the authority is a president , who is also responsible for external representation. The most important decision-making body is the board of directors. The management is held by a general director, who is responsible for six central directorates for general operations. The airport district directorates are subordinate to the central directorate for the coordination of the airports, with the major airports Rome-Fiumicino and Milan-Malpensa directly subordinate to the central airport directorate in Rome. In total, ENAC has around 1,000 employees.

history

ENAC was created in 1997 when the Direzione Generale dell'Aviazione Civile (DGAC) , a department of the Ministry of Transport, was merged with the Registro Aeronautico Italiano (RAI) and other bodies to form a new, administratively independent authority within the portfolio of the Ministry of Transport.
