EuroPriSe (short for European Privacy Seal , English for "European data protection seal of approval") is a German private-sector certificate for data protection-compliant IT products and IT-based services on the basis of European data protection law. It has existed since 2007 and was founded by the Independent State Center for Data Protection in Schleswig-Holstein and funded by the European Union as part of the eTEN program.

Since 2014, EuroPriSe certifications have been offered by EuroPriSe GmbH in Bonn. At the end of 2014, an advisory board was set up, including Thilo Weichert and Peter Schaar . In October 2014, EuroPriSe GmbH also took on the role of the first certification body for the new Mecklenburg-Western Pomerania data protection seal of approval.

aims

EuroPriSe aims to open up the market for privacy-by-design products and technologies (privacy enhancing technologies, PET) and to promote transparency and trust in IT.

Certification

Experts approved by the certification body examine the product or service on behalf of the manufacturer as part of an evaluation (1st test stage) and prepare an expert opinion. As part of a validation (2nd test stage), the certification body checks the application of the criteria to the product or service with regard to completeness, test depth and plausibility and issues the EuroPriSe seal of approval on the basis of the report.

Expert approval

Admission as a EuroPriSe expert, legally or technically, is granted by EuroPriSe GmbH after passing a test evaluation as part of the expert training and proof of specialist knowledge and reliability.

Advisory Board

The Advisory Board advises the certification body and issues opinions on issues of fundamental importance, in particular on the following topics:

  • Changes to the test catalogs (in particular to the EuroPriSe criteria catalog)
  • Introduction of new certification products (e.g. website certification or certification of order data processing)
  • Differences of opinion between the EuroPriSe certification body and EuroPriSe experts on fundamental technical or legal issues

Gemma Farmer, Senior Policy Officer at the UK's Information Commissioner 's Office, attends the meetings of the EuroPriSe Advisory Board as an observer.

Project

In the project phase (2007–2009), a market validation was carried out to determine whether and how the data protection seal of approval from Schleswig-Holstein can be implemented on a European level.

The European data protection legislation, in particular Directive 95/46 / EC (data protection directive) , was used as the basis for the expansion to the European level . The test criteria existing in Schleswig-Holstein were transferred to the European requirements as part of the project. In addition, the project has adapted criteria for the Europe-wide approval of experts to the European situation and developed concepts for the accreditation of further certification bodies and the organization of the exchange of information between test centers, experts and certification bodies. The practicability of the solutions found was checked with the help of pilot procedures.
