Ex quo ecclesiam is an encyclical of Pope Pius VII , it was promulgated on May 24, 1800 in Venice . The pontificate of the Pope was dominated by the dispute with Napoleon Bonaparte , who occupied Rome in 1808 and had the Pope brought to Savona in 1809 .

In this encyclical the Pope lamented the expulsion from Rome ; the French had become masters of Italy under Napoleon's leadership. The 1800 conclave was under the protection of Emperor Francis II and was held in Venice. Pope Pius VII stated in this encyclical that the planned Holy Year would not be kept. Nevertheless, the Pope announced a complete indulgence and laid down the conditions for its acquisition.
