Promotional quality evaluation system

The Promotional Quality Assessment for Schools ( FQS ) is a branded quality management model. It is also known as the Formative Quality Evaluation System . FQS has been developed and scientifically supported since 1993 on the initiative of the umbrella association of Swiss teachers (LCH) under the direction of Anton Strittmatter . Today more than 100 schools in Switzerland work with this self-evaluation concept . The model systematically links quality control and quality testing with school development .

The label has been awarded by the Zurich University of Education ( PH Zurich ) in cooperation with the Swiss Institute for Adult Education (SIEB.ch) since 2015. SIEB.ch is responsible for the specific organization and the review and further development of quality and serves as a contact point for schools and further education institutes. The PH Zurich is responsible for the certification process and issues the certificate at the end of the evaluation process.

Characterization of the FQS

FQS focuses on the self-evaluation of the schools by the teachers . This evaluation is supplemented by a careful external evaluation (meta-evaluation). The system is introduced into the respective facility with expert advice . The main fields of action of the quality system for personnel and school development according to FQS are the following:

  • The quality standards and the areas to be evaluated are negotiated by teachers and schools themselves (conclusion of an internal school contract ).
  • Teachers and schools plan the evaluation activities and carry them out, whereby pupils and parents are also involved. The interpretation of the data and the initiation of changes is organized within the school.
  • Evaluation is always linked to school development. The data collected from within the school lead to changes organized within the school.
  • (Accountability) reports are drawn up on evaluation and measures. B. made available to the school inspectorate.
  • These reports can be the basis for an external meta-evaluation.

FQS therefore not only means the self-evaluation of the teachers and their performance, it is also the self-evaluation of the respective school. The management and coordination of the measures is entrusted to the school management and any steering groups.

So-called Q groups are at the center of FQS . These are groups of four to six teachers who work together

  • visit each other in class,
  • Proofreading teaching materials,
  • give each other open feedback and
  • ensure compliance with the agreed standards and procedures.

The feedback within the Q groups leads to a change in the teaching (increasing the quality of the teaching ). The teachers experience themselves as more self-effective in their professional activity and, as a result, also describe greater self-confidence. This calls for intensive cooperation between teacher groups (teamwork) at the technical and teaching level. It not only enables the further development of teachers, but also increases their job satisfaction . Social openness increases with the groups, which is why the school climate at FQS schools is described as better.

The individual feedback is supplemented by feedback from the school management (visits to classes, staff interviews), the students and their parents. Feedback is only obtained if there is a corresponding willingness to change and the development-evaluation cycle can be carried out completely and with the cooperation of all parties involved. Confidentiality is guaranteed by the fact that those involved remain owners of the data collected.

Specially commissioned project groups deal with the quality assurance of overarching units and the self-evaluation of the school as a whole.

The results are compiled at FQS conventions (which take place every six months). Further training, the exchange of experiences and the creation of general reports also take place there. At the conventions, the organizational framework is also defined, the number of conventions is determined, the steering group and Q-groups are filled and the annual topic work is determined.

Q forums serve to exchange experiences among the Q groups.

Evaluation of the FQS

In a research report on FQS, Strittmatter points out that the success of this form of evaluation depends crucially on the attitude and attitude of those involved.
