For our Rastatt eV (FuR) is a local political voter association founded in 2008 in Rastatt , which has been represented in the Rastatt municipal council and the district council of the district of Rastatt since the municipal elections in 2009 in Baden-Württemberg .

In 2010 FuR lost its parliamentary group status in the local council because one member left the parliamentary group but did not give up his mandate. In 2014, the parliamentary group was re-elected. FuR will run again for the 2019 elections.

The first chairman of the association was from 2008 to September 2013 Klaus-Eckhard Walker , who was Lord Mayor of Rastatt from 1991 to 2007 . Since his retirement, the second chairman, Volker Herm, has been acting as chairman, and from May 2014 to 2016 he was the properly elected chairman. Michael Ams has been chairman since 2016.

Positions

FuR has taken positions on various issues of local politics.

  • The voters' association speaks out against the construction of a tram through the center of Rastatt. She justifies this with the considerable costs, the presumed abandonment of a bus stop close to the city center and the impairment of the cityscape and residents.
  • FuR is in favor of a continuation of the model project "Amalie Struve Children's School".
  • The electoral association criticized Mayor Pütsch's resumption of contacts with Rastatt's twin town Orange . The contacts were of Klaus-Eckhard Walker because of the choice of the time of the extreme right party National Front belonging Jacques Bompard been frozen for mayor.
  • FuR supported the city administration's failed plans to set up an IKEA furniture store in Rastatt.
  • FuR advocates the new building of the Carl-Diem-Halle and the sports hall of the Karlschule.
  • FuR wants to improve waste disposal and u. a. Bringing the issues of wild waste disposal as a result of the increase in fees for residual waste and the organization of bulky waste collection on the agenda.

history

prehistory

FuR was created as an indirect consequence of the election campaign for the mayoral elections in 2007 in Rastatt. The mayor Klaus-Eckhard Walker, who had been in office for 16 years at the time, competed against two candidates close to the CDU and two independent candidates. The election campaign was very heated between opponents and supporters of Walker, with mutual accusations of slander and defamation. In the run-up to the election, a citizens' initiative had been formed with the declared aim of preventing Walker from being re-elected. In the course of the election campaign, the Rastatt parties, whose relationship with Walker had cooled in previous years, decided to support Walker's opponents. While Walker was clearly in the lead in the first ballot on September 16, 2007 with 46.05%, he was defeated in the runoff two weeks later with 47.35% to the only remaining challenger Hans Jürgen Pütsch , who was able to unite 51.03% . Objections were raised against the election because around 200 citizens saw Walker as being disadvantaged. The appeal was rejected by the regional council on all but one point. It saw the remaining point, a formal error in the postal vote, as not influencing the election.

founding

In the months after Walker's election defeat, Walker's supporters began planning for a new association that was independent of the established parties. Walker himself took part in his own words as an "obstetrician". In mid-April 2008, the plans became public. The association should be called "For our Rastatt". Klaus-Eckhard Walker's election campaign slogan was exactly the same.

On April 29, 2008, the founding meeting took place, which should be public, but not public. A reporter for the Badische Neuesten Nachrichten still mingled with those present, while the other Rastatt local newspaper Badisches Tagblatt only published one comment. According to the association, 70 people attended the meeting. Klaus-Eckhard Walker was elected 1st chairman of the association.

Further development

Shortly after it was founded, the association had 50 members. By mid-October it had grown to 90 members, and in May 2009 to 106 members.

In July 2008 the association was added to the association register.

At the first public general meeting on October 16, 2008, it was announced that FuR would run its own list in the 2009 local elections on June 7, 2009.

Local elections 2009

In mid-January 2009, Klaus-Eckhard Walker declared his willingness to run for the Rastatt municipal council. He withdrew his candidacy when he was proposed in March 2009 by the party Die Linke as a candidate for the position of director in the Saarbrücken regional association . But he remained chairman of the association.

Instead, the lawyer Nikolas Rheinboldt was elected as the top candidate on March 19, 2009. Simone Walker, the wife of chairman Klaus-Eckhard Walker, as well as board members Michael Ams and Volker Herm followed on the other list places. The first 25 places on the list were equally occupied by men and women. In addition, the first five list positions at 36.6 years had a relatively young average age.

The local elections in 2009 were successful for FuR. One could move into the Rastatt municipal council in parliamentary groups. However, the goal of gaining a majority with the other small parties against the large parties was not achieved.

The list received 7.13% of the vote, which corresponds to 3 mandates. Of the total of 27,851 votes received by the list, 3,659 votes (13.1%) went to second-placed Simone Walker, who thus received more votes than any other candidate from the smaller parties. The top candidate Nikolas Rheinboldt moved to the local council with 2274 votes (8.2%). Michael Ams was elected to the local council with 1,661 votes (6.0%).

In the election to the district council, FuR won a mandate. Simone Walker, who started in 18th and last place on the list, was able to unite 2051 votes. FuR received a total of 10,544 votes (7.55%) in the Rastatt constituency.

FuR did not run in the local council elections for the Rastatt districts.

Walker's re-election and withdrawal

In April 2012, Klaus-Eckhard Walker was unanimously elected chairman for a further two years. At that time FuR had 120 members. On September 11, 2013, Walker announced an immediate retirement from local politics for professional reasons. His work as a lawyer leaves him little leeway to get involved in local politics.

Local elections 2014

FuR ran again in the 2014 local elections. The association put up candidates for the local council and the district council. The top candidate in both cases was Simone Walker. FuR does not compete in the Rastatt districts.

FuR was able to gain in both elections.

In the district council elections, the association only ran in the constituency of Rastatt and received 11,251 votes (2009: 10,541), which was 8.2% (2009: 7.55%). It remained with one mandate in the body, with Simone Walker almost doubled her result and received 3,906 votes (2009: 2051 votes).

In the election to the municipal council, FuR received 32,142 votes (2009: 27,851 votes), which corresponds to 8.95% (2009: 7.13%). FuR also overtook the FDP and is now the second smallest group with four mandates. With 5789 votes, top candidate Walker was able to gain significantly (2009: 3659 votes). Only two candidates from the CDU could get more votes than they did.

Change in the board and resignation of the former chairmen

Volker Herm was chairman from 2013 to 2016. Michael Ams has been chairman ever since.

Klaus-Eckhard Walker resigned from the electoral association in July 2017 after internal disagreements. Volker Herm has meanwhile also left her.

Local elections 2019

FuR stands in the local elections in 2019 for both the Rastatt municipal council and the district council.

Local council group

FuR has been represented in the Rastatt municipal council since 2009, initially with three mandates. With the resignation of a parliamentary group member in 2010, group status was lost. After the 2014 election, he was able to be regained by moving in again, now with four mandates.

First electoral term (2009-2014)

At the constituent meeting of the local council group, Simone Walker was elected chairman and Nikolas Rheinboldt their deputy. Michael Ams took over the functions of secretary and cashier .

Points of contention

After this meeting, the parliamentary group sent a letter to Lord Mayor Hans Jürgen Pütsch, in which they requested that 15 knowledgeable citizens can be included in the municipal council committees in future. So far, this number has been limited to eight, which is why the FuR parliamentary group fears that the smaller parliamentary groups in the municipal council will not be able to have a say in their appointment. Even before the constituent meeting of the municipal council, it became apparent that this would not receive a majority.

A point of contention was the distribution of seats in the city council. The FuR faction had been assigned seats on the left edge of the council chamber. However, the parliamentary group wanted to sit in the middle between the parliamentary groups of the FDP and the Free Voters. An agreement could not be reached, which is why FuR submitted an urgent application to the administrative court in Karlsruhe. However, this refused the request because it saw no discrimination in the seating arrangement. FuR could not make credible that they were threatened with significant disadvantages.

In autumn 2009 FuR had a decision of the city council examined by the legal supervision of the regional council. In this, the Rastatt local association of the German Red Cross was granted a grant of € 300,000 for a new building. FuR indicated whether this decision should not have been made in public. The regional council considered the procedure to be legal, as the local association should have disclosed all of its finances at the meeting and these were interests worth protecting.

A complaint to the regional council about the delegation of garbage disposal to the Rastatt district was also rejected. The question was taken up again by the group leader Simone Walker when it came to waste disposal after New Year's Eve . She demanded the suspension of the delegation decision until the weekend cleaning of the city could be ensured. She also asked for information on an expert report that was drawn up for the cleaning concept.

In January 2010, FuR announced that it would boycott a meeting of the administrative and finance committee, as the city councils already had the documents and recommendations for resolutions for the next city council meeting, although the relevant preliminary discussions had not yet taken place at the time of dispatch. The city administration pointed out that two committee meetings had already taken place on the topics and that the relevant items would be removed from the agenda if they were not dealt with conclusively. Furthermore, she pointed out that local councils have an obligation to participate and cooperate and should only be absent if there is “sufficient reason”.

Loss of parliamentary group status

On March 24, 2010, the former top candidate Nikolas Rheinboldt announced that he would leave the FuR parliamentary group and join the Free Voters. At the same time he left the FuR association and joined the city association of free voters. The two parliamentary group colleagues Simone Walker and Michael Ams as well as FuR chairman Klaus-Eckhard Walker were surprised because they had not had any information about this and had heard of this step via press release. The FuR chairman called on Rheinboldt to resign his mandate, as he owed his mandate to FuR and everything else was a deliberate electoral deception.

Rheinboldt spoke to the press the day after. He could no longer find himself in the politics of FuR. He had started to make factual politics, not pure opposition, which is directed against the mayor in particular. He was puzzled by FuR's statement that he had heard of his resignation through the press. He had sent a corresponding fax beforehand.

FuR discussed the issue in a meeting of the board and members and confirmed the position of the chairman and remaining members of the council to ask Rheinboldt to resign.

As a result, the FuR lost its parliamentary group status, as three council members are required for it.

Further work

In the spring of 2012, the two remaining members of the municipal council found that their relationship with the rest of the council tended to be better. One point of criticism from FuR of the municipal council policy is, among other things, the type of club funding for the Rastatt gymnastics club. The establishment of the electronic waste collection point, which was carried out at the request of FuR, was a success.

Second legislative term (2014-2019)

Since the 2014 election, FuR has been represented by four council members. Simone Walker and Michael Ams were re-elected, Wolfgang Güttel and Peter Dinger were able to move in.
