The driving examiner (in Germany: driving license examiner ) takes the theoretical and practical driving test for acquiring the driving license . In Switzerland and Liechtenstein, the traffic expert takes on this role.

Europe

The activity of the driving examiner was already regulated in the guideline 91/439 / EEC on the driving license (EU driving license directive , paragraph 11. Assessment of the test of skills and behavior ) at least in a standardized way across Europe. The new version 2006/126 / EG sets minimum requirements for access to the profession of driving examiner and requirements for the training of driving examiners (Preamble 18, Art. 10, and Annex IV minimum requirements for persons who hold practical driving tests ).

In practice, a study from 2009 showed that examiners had to be at least between 20 (Poland) and 28 (Netherlands), the required minimum education between unregulated (United Kingdom), higher education (e.g. Belgium, Netherlands, France) and tertiary qualification (Germany, Austria) varied, the required driving experience for class B without legal regulations (Germany, Luxembourg) over 2 years (Portugal, Spain) to 7 years (Belgium) and 10 years (Netherlands), and in particular traffic offenses and criminal records as exclusion criteria across Europe were not uniformly regulated.

The skills required today include certain specialist knowledge, demands on the quality of the service (such as clear communication, non-discriminatory and respectful treatment of all applicants), further training measures (in particular repeat tests after a two-year career break, Annex IV 4.2.5), as well as:

  • for class B driving licenses (Annex IV 2.1):
    • holder of a driving license of the class for at least three years
    • at least 23 years of age
    • a professional qualification for a level 3 qualification (basic training qualification according to 85/368 / EEC )
    • may not simultaneously work as a commercial driving instructor in a driving school
  • for the other classes (Annex IV 2.2):
    • Holders of a driving license of the relevant class
    • three years of working as a driving examiner for class B (i.e. at least 27 years old)
    • and professional qualification and no driving instructor as above

There are also special regulations for various classes.

The states are obliged to regulate and operate training, quality assurance and regular further training.

The International Commission for Driver Testing  (CIECA) was founded to harmonize this , to which Tunisia, Quebec (Canada), Korea and the United Arab Emirates belong alongside many European countries.

Germany: driving license examiner

Driving license examiners are either

  • officially recognized experts (aaS),
  • officially recognized experts with partial authorization (aaSmT) or
  • officially recognized examiners (aaP).

The driving license examiners are employed by the technical test center responsible for the respective test location. In the old federal states this is the TÜV and in the new federal states the DEKRA . Exception: Berlin. Both organizations are active there. There are around 2500 driving examiners nationwide, 98% of whom are men. In 1962 Barbara Gödicke became Germany's first female driving examiner.

Qualification requirements for the activity as a driving license examiner are (apart from the EU regulations):

  • Minimum age 23 years,
  • Driving license for motor vehicles of all classes (except class D / DE, unless driving license tests are to be carried out in these classes),
  • One and a half year activity as an engineer or, if only recognition as an examiner with partial authorization is requested, as a master craftsman,
  • an apprenticeship of at least six months in a technical inspection center for motor vehicle traffic,
  • a job at a technical test center for motor vehicle traffic.

Austria: driving examiner

The profession of driving examiner (sometimes also called driver examiner ) is regulated in Sections 34a and 34b of the Driving License Act  (FSG), and training in the Driving Examination Ordinance  (FSG-PV, Section 2: Driving Examiner ). On January 19  , 2013, the regulations relating to their training and continuing education were most recently comprehensively reformed. Since then, compulsory basic training, testing and further training as well as audits have been planned. The 3rd EU Driving License Directive has thus been fully implemented.

Driving examiners "must be EEA citizens , trustworthy and particularly suitable for this assessment" (§ 34a Z. 1 Abs. 1 FSG) and are subject to the general provisions on experts (according to § 128 KFG 1967). More specific requirements (§ 34b FSG) are beyond the EU directive:

  • for class B and BE:
    • a minimum age of 27 years (de facto the age in Austria is about 37)
    • a valid in Austria Reifeprüfungszeugnis ( maturation and equivalent)
    • a driving license for class B for at least three years without interruption and no longer during the trial period (according to § 4 FSG) as well as a driving license BE
    • No withdrawal of driving license within the last three years before the appointment (offenses according to Section 7 (3) FSG)
  • for the other classes, at least five years of driving experience with vehicles of the corresponding class or at a higher level

Driving examiners are appointed by the governor for a maximum of five years (§ 34a Z. 1 Abs. 1 FSG). Training and further education may only be carried out by the Federal Transport Authority or the Governor (with authorization) (§ 34a Z. 7 FSG). The basis of practice is the auditor's manual , which is to be used as a guideline throughout Austria, but is published in versions for the individual federal states due to the provisions of state law .

The driving examiner exam is taken by the driving examiner commission (§ 9 FSG-PV). It consists of “two particularly qualified driving examiners or experts” (driving examiners) with at least five years of professional experience as driving examiners.
