The Fair Trade Town campaign was launched in Garstang , Lancashire , in 2001 as part of the initiative of Bruce Crowther, a local Oxfam supporter , and the Garstang Oxfam group. This initiative to promote fair trade certified goods was successful: within a few months, sales of fair trade certified goods increased significantly. Due to the public interest in the campaigns, the Fairtrade Foundation set itself the goal of getting other cities interested in fair trade and created guidelines for the status of the “fair trade city”. Between 2001 and 2006, a total of 209 UK cities were granted fair trade status by the Fairtrade Foundation. In October 2009 a further 448 UK cities and 312 cities around the world were granted fair trade status. The Fairtrade Towns campaign in Germany is carried out by TransFair and brings together different actors from trade, politics and civil society.

Several Fairtrade label initiatives jointly developed formal guidelines for certification. In order to be recognized as a fair trade city , a city must meet five criteria:

  1. The local council passes a resolution declaring that it supports fair trade and that it offers fair trade tea and coffee itself in its meetings, as well as in its offices and canteens.
  2. A certain number of shops, cafés, catering establishments or the like must each offer at least two fair trade products easily accessible for purchase; The required minimum number of participating companies depends on the size of the respective city.

  4. Fair trade support actions by the population are also a prerequisite, e.g. B. in schools.
  5. In addition, several media reports about fair trade activities must be presented in the city's press.

The title Fairtrade City is awarded for two years when it is first recognized, after which the requirements are tightened. The Cologne-based association Transfair has awarded the title to around 660 cities in Germany since 2009 (November 2019). a. to Berlin, Hamburg , Cologne and Frankfurt am Main . In this context, cities are also referred to as mere municipalities and city districts.
