Case managers work in administration to continue caring for people in a social context. In general, the case manager carries out administrative tasks in the interests of the service provider or the cost bearer as his agent and for an individual case. The aim is to get those in need back to work. Ideally, one clerk should look after 75 clients. In fact, up to 150 people seeking help are looked after. Previously, there were an average of 800 jobseekers for each agent.

Every clerk in the job centers is often incorrectly referred to in common parlance as a case manager. As a rule, however, support is provided by the personal contact person (PAP). As already mentioned above, case managers are particularly qualified consultants with special advisory and methodological skills for recognizing and removing obstacles that stand in the way of taking up work. The number of people to be looked after by each case manager is correspondingly lower than for the other clerks or employment agencies.

Case managers are paid one salary grade higher than the other agents and clerks (PAP). In individual cases, insufficiently qualified employees were used as case managers in order to avoid loss of wages ( protection of existing rights ).

Under the principle of economic efficiency and cost savings in public administration, it remains to be critically observed whether the reintegration of aid recipients can actually be achieved more effectively through the use of case managers than without their use. However, this depends not only on the competence of the case manager, but also primarily on the attitude and morale of the job seeker. The aim is to convey "hardship cases" to work more quickly and thereby save significant costs compared to the times before case managers were deployed. Furthermore, deep profiling should not only work out the job seeker's qualifications in order to be able to convey him effectively, but also overpayments and cases of unjustified benefits should be recognized and sanctioned by the case manager.

The task of organizing needs-based help in a complex field of cooperation, action planning and performance management requires skills that have not yet been adequately taught in any of the training courses in question. Both employees in social administrations and social workers need additional qualifications in order to meet the high standards and to withstand the pressure between different interest groups.

If the care ratio of 1:75 provided for by Hartz IV is implemented, up to 30,000 case managers will be required in Germany. In order to cover the resulting need for further training, there are intensive efforts to set up courses and further training offers that are bound to the same standards nationwide. It is planned to transfer the quality standards developed in other fields of activity, such as nursing and health, to case management in employee development. According to the standards of the German Society for Social Work, certified advanced training in case management comprises at least 210 hours. The Federal Employment Agency has already started to train its employees in its own advanced training courses. University of Applied Sciences in Bochum) or in further education institutions and institutes.
