Fermín Palacios Ulloa (* in San Salvador ) was President of El Salvador .

On February 1, 1844, Palacios took over the presidency of Juan José Guzmán as his deputy. In the seven days of his administration, a dispute decided in parliament in favor of Francisco Malespín , who replaced him as president on February 7, 1844. Malespin's deputy was Joaquín Eufrasio Guzmán . When Francisco Malespín began his war against Morazán, Joaquín Eufrasio Guzmán became executive president. On February 16, 1845, Joaquín Eufrasio Guzmán handed over the executive presidency to Fermín Palacios.

During this tenure on March 20, 1845, the government of El Salvador bought the schooner "La veloz Salvadoreña", a warship under the command of Juan Dheming.

On April 25, 1845 Joaquín Eufrasio Guzmán took over the presidency again. On February 1, 1846, Joaquín Eufrasio Guzmán passed the presidency back to Fermín Palacios, who held it until the elected Eugenio Aguilar took office on February 21, 1846. According to a determination by Eugenio Aguilar, Fermín Palacios was again executive president on July 12, 1846. One day after taking office, he declared a state of emergency . In 1843 Pope Gregory XVI. José Jorge Viteri y Ungo was appointed first Bishop of San Salvador. Jorge Viteri y Ungo militantly defended the positions of the clergy who had been put on the defensive by the Partido Liberal , which, according to the government, endangered internal security . On July 21, 1846, Eugenio Aguilar took over the presidency again.
