The Telecommunication Traffic Surveillance Ordinance (FÜV) was sought in autumn 1994 through an initiative of the then Hessian Interior Secretary Heinz Fromm .

In Fromm's view, more influence should be exercised over the system manufacturers so that the authorities (e.g. Federal Criminal Police Office , State Criminal Police Office , etc.) are provided with appropriate monitoring components when new telecommunications systems are developed. An analysis of the police's needs was carried out by the AG Kripo of the Conference of the Interior Ministers .

In spring 1995, largely unnoticed by the public, the federal cabinet passed the FUEV, which came into force on May 25, 1995. She was next to the traditional telephone also on behalf of the ISDN of the Telekom and for the field of computer mailboxes . The network operators had to create the technical requirements necessary for monitoring within a year .

The following groups of providers were obliged to use log files to store and make customer data available: Internet service providers ( DSL , web hosting and e-mail providers), mobile phone networks ( GSM ) and much more.

The FÜV was replaced on January 22nd, 2002 by the Telecommunications Surveillance Ordinance.
