The Flemish Community ( Dutch Vlaamse Gemeenschap , French Communauté flamande ) is one of the three communities of the Kingdom of Belgium , along with the French Community and the German-speaking Community, and thus a member state of the Belgian federal state. The Community's administrative seat is in Brussels .
In addition to the three communities, there are three (non-congruent) regions in Belgium. The Flemish Community serves Dutch-speaking Belgians - regardless of whether they live in the Dutch-speaking region of Flanders or in the bilingual Brussels-Capital region .
Responsibilities
The communities in Belgium are responsible for the policy areas of culture, education, language and parts of the social sector, i.e. for the needs of the people. The regions, on the other hand, deal with policy areas that are more basic, such as housing and transport.
The Flemish Community is responsible for the inhabitants of the Flanders region as well as for the Dutch- speaking part of the population of the Brussels-Capital region , that is between six and 15 percent depending on the district.
Structure and functionality
The institutions of the Flemish Community (parliament and government) were merged with those of the Flemish Region as early as 1980. Members of the Flemish Parliament from the Brussels-Capital Region only have the right to vote in matters that come under the jurisdiction of the Flemish Community, but not in matters that come under the jurisdiction of the Flemish Region. The headquarters of the joint institutions of the Flemish Community and the Flemish Region are in Brussels.
In contrast, the French Community, with its administrative headquarters in Brussels, and the Walloon Region, with its administrative headquarters in Namur, are both spatially and institutionally separate entities.
