The Flemish Parliament ( Dutch ) is the representative body of the Flemish Community and the Flemish Region in Belgium . The Parliament has its seat in Brussels .
The Flemish Community and the Flemish Region (Flanders) have a common parliament and a common government, while the organs of the other communities and regions of Belgium have remained separate. MEPs have been directly elected since 1995, previously they were the Flemish MEPs from the Belgian federal parliament.
composition
The Flemish Parliament has 124 members. 118 are elected in Flanders by proportional representation (with a 5% threshold) in five constituencies that correspond to the provinces. 6 MEPs are elected in the Brussels-Capital Region. Before 2004 these 6 MEPs were elected from among their members by the Flemish MEPs of the Brussels Regional Council, and since then they have also been directly elected. MEPs in Brussels can only vote on matters relating to the Flemish Community.
Areas of responsibility
When Parliament deals with community tasks (in relation to the Dutch-speaking Flemish Community), it is about language issues in Flanders, culture, teaching and education, social affairs and, to some extent, health care.
Regional matters (related to the Flemish Region) include, but are not limited to, spatial planning, housing, economy, energy and community supervision. Flanders is also allowed to conclude international treaties if they relate to regional affairs.
