The Arbeitsgemeinschaft Deutscher Verkehrsflughäfen eV ( Airport Association ADV ) is an interest group based in Berlin (formerly Stuttgart).

history

The ADV is the oldest civil aviation association in Germany. It was founded in Stuttgart in 1947. The first members were the airports in Bremen, Essen, Frankfurt a. M., Hamburg, Hanover, Cologne, Mannheim, Munich and Stuttgart. Between 1948 and 1950 the airports in Berlin, Düsseldorf and Nuremberg were added. In 1960 Berlin-Tegel Airport went into operation. Together with Saarbrücken and Münster / Osnabrück, 13 airports in Germany were served by scheduled air traffic at that time.

The Arbeitsgemeinschaft Österreichischer Verkehrsflughäfen (AÖV) with its member airports Graz, Innsbruck, Klagenfurt, Linz, Salzburg and Vienna joined the ADV in 1961 as corresponding members due to comparable tasks of the airports in German-speaking countries, and then also the Swiss airports Basel-Mulhouse and Zurich. After German reunification, the airports Berlin-Schönefeld, Dresden, Erfurt and Leipzig / Halle as well as regional airports in the new federal states joined the ADV.

In 2003 the ADV opened its office in Berlin and became a member of the Federation of German Industries (BDI). After Frankfurt-Hahn Airport was admitted to the ADV directorate in 2004, the ADV included 19 international commercial airports, 39 regional commercial airports and airfields and two special airports for handling company traffic (Finkenwerder and Oberpfaffenhofen). In 2017, the ADV Airport Association had 22 international commercial airports, 10 large regional airports and 10 corresponding member airports in Austria, Switzerland and Hungary as members.

In the beginning, ADV shaped the development of Germany as an aviation location, especially in airport technology through scientific work and teaching activities. A short time later, the ADV became, among other things, the pioneer of the pictogram language. Even today, its core competence lies in the specialist work of the airport association - for example, it represents the common interests of the members at national and international level and supports the federal government in bilateral air traffic negotiations.

President / Chief Executive Officer

Acting President and Vice President until June 30, 2018 was Michael Kerkloh (Chairman of the Management Board of Flughafen München GmbH ). As of July 1, 2018, and for the 2019/2020 term of office, Stefan Schulte (CEO of Fraport AG ) took over the presidency, and Thomas Schnalke (CEO of Flughafen Düsseldorf GmbH ) will be his deputy . Ralph Beisel has been Chief Executive Officer since April 1, 2007.

tasks

As a professional association, the ADV prepares scientific studies. The development of national and international civil aviation requires the continuous development of answers to new questions. The ADV studies document the changing air transport policy framework.

Representation of interests and promotion of internal cooperation

As the Federal Association of German Airports, ADV advocates a high-performance and competitive air traffic location in Germany. In the areas of law, economy, infrastructure, technology, environmental protection, traffic, human resources and social affairs relevant to airports, the Airport Association ADV offers its members a platform for professional cooperation - and an exchange of experiences - with committees, working groups and task forces.

Advice to politics and administration

The Airport Association ADV advises the relevant national and international bodies and authorities on legislative projects and the implementation of legal provisions and measures that affect the common interests of its members.

The airport association maintains relationships with national and international organizations and associations in the transport sector. In their committees, ADV represents and communicates the concerns of German airports and supports goals and projects that are in the interests of its members. It also takes part in the federal government's bilateral air transport negotiations. During the crisis surrounding the novel coronavirus, the association demanded liquidity assistance and cost assumption from federal and state governments.

Scientific work

Scientific elaborations of the ADV serve the members as guide material and decision-making aids. Relevant scientific work by third parties is supported by the German Airports Working Group, which is also involved in research projects as part of the project.

Among other things, the ADV advocates the needs-based expansion of airports, the acceleration of approval procedures, appropriate airport charges, economical operating times and balanced regulations on aircraft noise and environmental protection. The ADV is organized into six specialist areas: Law, Security, Safety, Economy, Transport and Environment.

Passenger numbers

As part of its tasks, the ADV maintains and publishes the traffic figures of the member airports in the ADV traffic statistics on a monthly basis. With the constant observation of the traffic development and the assessments based on it, the ADV wants to lay important foundations for the technical work of the ADV, the German airports and for the broader specialist public .

In these counts, the ADV differentiates passengers into:

  • Local (local) passenger volume. Defined as arriving and departing passengers (including transfer passengers) without transit passengers.
  • Transit passengers. Defined as passengers who stop over at the report airports within a flight route (flight with the same flight number). The same aircraft registration must also be available for intercontinental flights.
  • Switchers. Defined as passengers who interrupt their entire flight (combination of sections) between the airport of origin and the final destination and continue their flight under a different flight number (or with another aircraft if the flight number is the same).
  • Total passenger traffic. Defined as arriving, departing and transit passengers including transfer passengers.

Freight volume

The freight volume is also counted by the ADV and given in tonnage.

Members

The Airport Association ADV represents the interests of:

  • 22 international airports in Germany (this classification as an international airport is carried out by the ADV outside of the legal situation)
  • 10 major regional airports in Germany
  • 10 corresponding members in Austria, Switzerland and Hungary with whom the ADV works closely

Furthermore, the Airport Association ADV includes all federal states , the German Association of Cities , various cities and chambers of industry and commerce as extraordinary members .
