Forestry Association of Upper Palatinate

The Upper Palatinate Forestry Association (FV Oberpfalz) is an association under private law in accordance with Section 37 of the Federal Forest Act . The legal capacity of the economic association in accordance with Section 22 of the German Civil Code was granted on January 11, 2011 by the Bavarian State Ministry for Food, Agriculture and Forests .

One of the goals of the Upper Palatinate Forestry Association is to work towards adapting forestry production and the sale of forest products to the requirements of the market.

All forest plant communities and forest owners' associations in the district of Upper Palatinate are members of the Forestry Association of Upper Palatinate. It sees itself as a service provider and link between private and communal forest owners and the wood-harvesting industry.

The main tasks include:

  • Trusting and intensive cooperation with the forest management associations and forest owners associations throughout the Upper Palatinate
  • Search for alternative marketing possibilities to overcome the disadvantages of small area size, mixed situation and fragmentation of ownership in private and communal forests
  • Coordination of wood sales, ie the best possible marketing of the raw material wood in a constantly changing sales situation
  • Political lobbying and exchange with all professional representations

history

The founding meeting took place on April 6, 1973 in Nabburg . Under the leadership of the then President of the Bavarian Farmers' Association Richard Koch, the representatives of 23 forestry associations (member area: 78,000 ha) elected their first board of directors. The first chairman was Johann Bäuml. On November 12, 1973, the Upper Palatinate Forestry Association was officially recognized. The Bavarian Prime Minister Dr. Alfons Goppel on the occasion of the Upper Palatinate Forestry Day on March 29, 1974.

The purpose of the association is to promote and maintain private and corporate forests, adapt forestry products to market requirements, advise members and coordinate sales.

The bundling of wood quantities and the conclusion of framework agreements in the field of pulpwood began as early as 1980. New marketing channels were also sought for the small wood , which was difficult to sell at the time . For this purpose, Schwachholz-Verwertungs GdbR mbH Oberpfalz was founded on November 4, 1993 . The company that emerged from this could not hold its own due to the difficult market situation.

The Upper Palatinate Forestry Association devoted itself to the field of energy wood very early on. In 1992 the first wood chip plant was put into operation in Grafenwöhr as a pilot project in the municipal sector. The association did a lot of persuasion for this pioneering technology. In 1995 the next biomass cogeneration plant followed in Sibyllenbad .

From the year 2000, the framework contract volumes could be increased continuously. The diverse interests of private and communal forest owners, the wide range of tree species of different age groups and regional differences are summarized by the bundling function of the Upper Palatinate FV. The customer side can negotiate larger contract quantities with just a few contact persons. Currently, over 23,000 forest owners with an area of ​​193,000 hectares are organized in the forest management associations and forest owner associations.

Board

The board consists of three chairpersons, each authorized to represent in accordance with Section 26 of the German Civil Code, as well as three assessors. The board members are elected by the general assembly with a simple majority for a period of three years and remain in office until a new election.

Committee

The committee consists of the first chairman, who also acts as committee chairman, and at least three and no more than six other members who are elected by the general assembly. The general assembly decides on the specific number of committee members based on the proposal of the board.

General meeting

The members exercise their rights in the general assembly. The tasks assigned according to the statutes include the election of the board of directors and committees, resolutions on amendments to the statutes, the discharge of the board of directors and approval of the budget proposal submitted by the board.
