Francisco Guillermo Flores Pérez (born October 17, 1959 in Santa Ana , El Salvador , † January 30, 2016 in San Salvador ) was President of El Salvador from 1999 to 2004. He was a member of the Alianza Republicana Nacionalista (ARENA).

biography

He studied political science at Amherst College , Massachusetts and received a master's degree in philosophy from World University . Flores then continued his education at Harvard University and Oxford University in the UK . He entered politics after his father-in-law was murdered.

He began his political career in the ARENA as Vice Minister for Economics. He later served as Vice Minister of the Presidium, as an advisory council to the head of state.

Corruption allegations

Francisco Flores and others in key positions are alleged to have embezzled $ 15 million in donations from the Taiwanese government in 2003 to aid against crime and the aftermath of the 2001 earthquake. This allegation led to the first investigation in the Parliamentary Assembly. The case is also being investigated by the General Prosecutor for Corruption . Its leader, Luis Martínez, already worked in the administration of the ARENA party for ex-President Tony Saca and in the past did several business with Francisco Flores.

During the investigation, Francisco Flores left El Salvador and, by order of the judge Marta Rosales, was put up for a search at Interpol .

Another committee of inquiry is trying to determine the whereabouts of the donated money.

He surrendered to the authorities on September 6, 2014 and lived under house arrest from then on. He died on January 30, 2016 as a result of a cerebral haemorrhage .
