Godefridus Jan "Fred" de Graaf (born February 28, 1950 in Roosendaal ) is a Dutch politician of the People's Party for Freedom and Democracy ( Volkspartij voor Vrijheid en Democratie - VVD).

De Graaf studied law. At first he was mayor of Leersum and Vught . He was then mayor of Apeldoorn until he became chairman of the First Chamber of the States General on June 28, 2011 . He held the office for almost two years until June 18, 2013.

De Graaf was also acting mayor of Amstelveen , Bronckhorst , Enschede , Heerde , Helvoirt and Udenhout .
