Life
By profession agricultural assistant, he joined the German People's Police (DVP) in 1949 . He studied and graduated as a graduate military scientist. Rausch later became a colonel in the district authority of DVP Karl-Marx-Stadt , was GDR representative in the border commission and head of the border marking working group from 1973 to 1976 . As Deputy Chief of Staff of the Ministry of the Interior , he was appointed major general in 1980. As successor to Werner Gröning , he was appointed President of the People's Police in Berlin on January 6, 1986. From 1986 to 1989 Rausch was a member of the SED district leadership in Berlin and the city council of Berlin. In 1987 he was promoted to lieutenant general.
While at a press conference on October 25, 1989, he claimed that the demonstrators of the 7th / 8th October provoked and intended to move to the Brandenburg Gate to break the border there, questions about the attacks by the security forces forced him to make a public apology four days later. On December 13, 1989, Interior Minister Lothar Ahrendt accepted his resignation . VP Colonel Joachim Griebel was entrusted with the management of the official business, who was then replaced on January 8, 1990 by Major General Dirk Bachmann .
Rausch died at the age of 71 and was buried in the St. Petri Cemetery in Berlin-Friedrichshain.
