Fulgenzio Chicherio
Fulgenzio Chicherio (born October 7, 1827 in Bellinzona ; † June 6, 1907 there ) was a Swiss lawyer and officer in the Swiss Army.
Life
Fulgenzio Chicherio was the son of the merchant Francesco Chicherio and his wife Sabina, nee. Tatti.
He attended the Episcopal Lyceum in Como and, after studying law, earned his Dr. jur.
After returning to Ticino , he entered the public service and was employed as secretary of the Department of Justice and Home Affairs.
The Ticino State Councilor Filippo Ciani (1778–1867) tried to introduce a more humane penal system , because at that time medieval punishments and the death penalty were still being used. However, due to political developments, the solution to this problem has been postponed again and again. Filippo Ciani then decreed that 40,000 francs of his assets should be used to establish a cantonal penal institution . On December 11, 1860, the Ticino Great Council decided to found a cantonal penal institution. Fulgenzio Chicherio was commissioned to carry out studies in prisons in Italy and Switzerland and to draw up proposals for their implementation that could be used in the construction and creation of the prison system. From 1873 until his death he was the first director of the cantonal penal institution, which was built behind the Palazzo Pretorio in Lugano ; the prison was considered a model of its kind at the time.
While he was director of the prison, he studied and followed the theories of Cesare Lombroso , who was considered the founder of the so-called Positive School of Criminology ( Scuola positiva di diritto penale ), which was oriented towards criminal anthropology , but he rejected his exaggerated determinism . Fulgenzio Chicherio was also the author of articles on criminology and sociology that appeared in various specialist journals.
During the Second Italian War of Independence in 1859 he served as an officer and was a major in the Swiss Army .
Fulgenzio Chicherio was married to Luigia Paganini.
