Gagik Harutyunyan ( Armenian Գագիկ Հարությունյան * 23. March 1948 in Geghaschen , province of Kotayk ) is an Armenian politicians . He was Prime Minister of Armenia from November 22, 1991 to July 30, 1992 . Harutjunjan was elected President of the Center for Constitutional Law in Armenia after serving as Prime Minister. In November 1998 he also became a member of the Council of the International Association for Constitutional Law.

Harutjunjan graduated from the Faculty of Economics of Yerevan State University in 1970 with honors. Three years later he was a lecturer at his previous university and at the Institute for Economics. From 1977 to 1978 he headed scientific research at the University of Belgrade (Yugoslavia). At the Central Committee of the Communist Party of the Armenian Republic, he was an economics lecturer from 1982-1987 before he was appointed head of the social and economic department of the Central Committee.

In 1990 Harutjunjan was elected as deputy of the Supreme Council of the Republic of Armenia, in the same year he was appointed vice-chairman of the Supreme Council. He became Vice President of Armenia in 1991 and served as Prime Minister from November 1991 to July 1992. On February 6, 1996, Harutjunjan was nominated as President of the Constitutional Court of the Republic of Armenia. Since that year he has been President of the Constitutional Law Center of Armenia. The International Academy for Information elected him in December 1997 as a member. Since 1997 he has also been the President of the Permanent Conference of Constitutional Control Bodies for the Status of the New Democracy and the President of the Editorial Board of the international journal “Constitutional Jurisdiction”. Harutjunjan had also been a member of the European Commission (Venice Commission) "Democracy through Law" of the Council of Europe since 1997. According to the decree of the President of the Republic of Armenia on April 23, 1998, Gagik Harutjunyan was awarded the Supreme Judicial Qualification as a judge. Since November 1998 he has been a member of the International Association of Constitutional Law .
