He came to the Federal Republic of Germany in 1980 after the military coup in Turkey and first attended comprehensive school in Hamburg-Steilshoop . He then studied social work at the Protestant University of Applied Sciences in Hanover and then political science, history and religious studies at the University of Hannover , he also in 2000 a doctorate in philosophy at the doctorate and 2005 for the field "with special reference to international political science and intercultural relations" habilitated has been. Since 2005, Çağlar has been Professor of Social Work at the Hildesheim location of the HAWK University for Applied Science and Art Hildesheim / Holzminden / Göttingen.

Çağlar is a critic of Samuel P. Huntington's theory of the clash of cultures and of Bassam Tibi's views . He sees Islamist movements as “ products of capitalist modernity ” and in socialism the alternative to capitalism , since the latter is inherent in barbarism . He advocates a “ linguistic immigration society ”, but the language of this future has not yet been invented. To measure integration only by knowledge of German is a rejection of this immigration society. It is a mistake to emphasize the dependence of integration on knowledge of German, but to conceal the dependence of the acquisition of German on integration experience.
