Georg Friedrich Heinrich Arnold Flor (born April 24, 1833 in Oldenburg ; † May 26, 1908 in Vernay in the French municipality of Chilly ) was a German administrative lawyer and from 1887 to 1900 Minister of Justice of the Grand Duchy of Oldenburg .

Life

Flor's father was the Oldenburg senior justice officer Georg Wilhelm Flor (1802-1882). The family came from Lüneburg, where Flor's great-grandfather Hartwig Flor had worked as cantor until he was called to Oldenburg. After attending grammar school in Oldenburg, Flor studied law at the universities of Heidelberg , Berlin and Göttingen . In 1859 he joined the Oldenburg civil service as an auditor. In 1861 he worked as a public prosecutor and court assessor. In 1865 he worked as a public prosecutor at the Oldenburg Supreme Court and was appointed Supreme Court Assessor in 1868. In 1872 he came to Varel as a member of the local higher court . In 1873 he became a senior judge and in 1877 a councilor of appeal. From 1878 Flor worked in the Justice Department of the Oldenburg State Ministry. First he was a lecturing councilor , then a ministerial councilor and from 1883 finally a secret ministerial councilor. In 1887 he was appointed chairman of the department of justice, churches and schools with the title of minister .

In 1896 the Oldenburg Landtag passed a vote of no confidence in the school supervisory authority, the Evangelical High School College, when the conservative clergyman Hermann Goens was appointed as a member instead of an experienced teacher . However, the state government and Grand Duke Peter II rejected the vote of no confidence as not in accordance with the constitution. The latter ostentatiously awarded him a medal in 1897. In 1900, Flor was put up for discussion and in 1903, at the age of seventy, retired.

family

In his first marriage, Flor was born in 1864 with Elisabeth Charlotte Johanna. Hayessen (1839-1865) married, who died a year later at the age of 26. She was the daughter of the Privy Councilor of State Carl Friedrich Hayessen (1794–1862) and Christel Caroline geb. Georg, the daughter of the State Councilor and Chamber Director Johann Wilhelm Detlev Georg (1779–1840). In 1881, Flor concluded with Anna Steche (1854–1942), the daughter of the chief bailiff Carl Friedrich Ludwig Steche (1810–1881) and Hedwig born. Lauw, a second marriage. His daughter Elise from his first marriage was married to Major General Alexander Heye, the brother of Colonel General Wilhelm Heye . His son Wilhelm (1882–1938) from his second marriage became an imperial judge and played a leading role in the Confessing Church at the time of the church struggle .
