Whole community
Overall municipality is the umbrella term for association forms of organization, mostly of smaller municipalities . The term was coined by Hans Julius Wolff .
The general communities include:
- the office in Brandenburg (AmtsO), Mecklenburg-Western Pomerania (§§ 125 ff. KV) and Schleswig-Holstein (AmtsO)
- Local government associations in Baden-Württemberg (§§ 59 ff. GO), Hesse (§ 30 KGG)
- Joint municipalities in Lower Saxony (§§ 71 ff. GO)
- Administrative communities in Bavaria (VerwaltungsgemeinschaftsO), Saxony (law on municipal cooperation, SächsKomZG), Saxony-Anhalt (§§ 75 ff. GO) and Thuringia (§§ 46 ff. KO)
- Administrative associations in Saxony ( § 3 ff. SächsKomZG)
