Mengoni attended high school in Imola and studied mathematical physics in Bologna from 1847 . In 1848 he took part in the battles near Vicenza and Venice as a war volunteer for the uprising against the Austrians. 1849-1850 he worked for the set designer Francesco Cocchi and won a Courland Prize for his painting of the ruins of an old cathedral. In July 1851 Mengoni graduated as an engineer with a thesis on optics and began to work as an assistant to the railway engineer Jean Louis Protche , but at the same time studied at the Academy of Fine Arts in Bologna. From 1859 Mengoni was involved in the redesign of Milan Cathedral Square. He put his project through against 175 competitors and was also involved in the financing of the Galleria Vittorio Emanuele II .

Mengoni didn't only work in Milan, however. Among other things, he built the town hall of Castel Bolognese , the Palazzo Municipale of Malalbergo (destroyed 1945), the Palazzo della Cassa di Risparmio (main building of the Sparkasse) in Bologna (1868/1871) and worked on numerous other projects.

On January 10, 1872, Mengoni married Carlotta Bossi de Capitani, and the couple moved into one of the representative apartments on the north side of Milan’s Cathedral Square.

Giuseppe Mengoni died on December 30, 1877. He fell from the scaffolding of the Galleria. A small museum and archive in his hometown is dedicated to his memory.
