Gnaeus Papirius Aelianus Aemilius Tuscillus was a Roman politician living in the 2nd century AD and a suffect consul in 135.

Of the stations of the cursus honorum of gnaeus papirius aelianus initially known that after a inscription fragment from Granada to 124 Bursar in the "senatorial" province of Achaia was followed by 126 as a tribune of the people , and to 128 as Praetor officiated and then legate of Legio XIIII Gemina , which was stationed in Carnuntum in the province of Pannonia superior (Upper Pannonia). He was then appointed governor of the province of Dacia superior by Emperor Hadrian , a position he held from about 132 to 134; he completed the construction of the aqueduct to Ulpia Traiana Sarmizegetusa (in today's Romania). Military diplomas prove that he was a suffect consul with Publius Rutilius Fabianus at the end of 135 . Finally, a military diploma from Chester proves that under Emperor Antoninus Pius, as the successor of Quintus Lollius Urbicus in 146, he held the dignity of consular governor of the province of Britain . The date of his death is unknown.

The Ordinary Consul of 184, Gnaeus Papirius Aelianus , was likely a grandson of Gnaeus Papirius Aelianus Aemilius Tuscillus.
