Gornji Grad-Medveščak is a district of the Croatian capital Zagreb . Gornji Grad means “Upper Town” in German. It is located roughly in the city center and according to the population census from 2001, 36,384 inhabitants live in this district. The area of ​​the district is 10.12 km².

This district includes the oldest parts of Zagreb's old town and some of the city's most interesting sights : Both the Croatian Parliament ( Sabor ) and the Zagreb Cathedral are located in Gornji Grad. The popular Tkalčićeva Street is also located here with its numerous street cafes.

With a population between 30,000 and 50,000 people, Gornji Grad-Medveščak has a district council with 15 members. In 2005 today's council was formed. The largest coalition, which has six members, consists of the Social Democratic Party (SDP), the Croatian Farmers 'Party (HSS) and the Croatian Pensioners' Party (HSU). The next smaller coalition consists of the Croatian Democratic Union (HDZ), the Democratic Center (DC) and the Croatian Social-Liberal Party (HSLS) and has three members. The SDP-HSS-HSU coalition provides Council President Anđelko Šućur (SDP) and Council Vice-President Miljenko Radetić (also SDP). The Croatian Party of Law , the Croatian People's Party (HNS) and the Green Action each have two members on the council.

There used to be 13 municipalities in Gornji Grad-Medveščak. The municipal system was abolished in 1994 and Zagreb became the only city in Croatia without municipalities. The former municipalities were "August Cesarec", Gornji Grad, Gupčeva zvijezda, "Ivan Kukuljević Sakcinski", Kraljevac, Medveščak, Nova Ves, Petrova, Ribnjak, "Stjepan Radić", Šalata, Tuškanac and Voćarska.

Well-known, but no longer official districts in Gornji Grad-Medveščak are Gornji Grad (Upper Town), Gupčeva zvijezda (Star of Matija Gubec), Kaptol , Kraljevac, Medveščak, Mirogoj , Nova Ves, Pantovčak, Petrova, Ribnjak, Šalata, Tuškanac Voćarska and Zelengaj.
