Gottfried Haber (born December 3, 1972 in Vienna ) is an Austrian economist (university professor at the University for Continuing Education in Krems .) And Vice-Governor of the Oesterreichische Nationalbank .

Life

Haber studied economics and business administration at the Vienna University of Economics and Business . He received his doctorate in June 2000 the social to the doctor and economics "summa cum laude".

From 1997 to 2006 Haber was a university assistant at the Institute for Economics at the University of Klagenfurt , where he became an associate professor for economics in 2007 .

Between 2002 and 2004 he was a. a. Lecturer at the Institute for Credit Management at the Vienna University of Economics and Business, from 2002 to 2004 also researcher at the Ludwig Boltzmann Institute for the analysis of economic policy activities. Haber taught a. a. also university courses in the areas of export-oriented management, financial leadership, public management and financial services. Since 2012 he has been a university professor at the University for Continuing Education Krems for the areas of "Economy and Health" (as department head) and "Economic, budget and financial policy". He was also Vice Dean of the Faculty of Health and Medicine until 2019.

From 2004–2013 he was President of the METIS Institute for Economic and Political Research, from 2008–2014 a member of the supervisory board of the Development Agency Kärnten GmbH (EAK) and from 2008–2013 deputy chairman of the supervisory board of the Kärntner tourism holding company. He was the initiator and president, then honorary president, of the Forum Velden and was chairman of the Economic Policy Advisory Council of the Province of Carinthia from 2009 to 2015 . From 2012 to 2016 Haber was the deputy chairman of the supervisory board and chairman of the audit committee of the Kärntner Krankenanstaltenbetriebsgesellschaft (KABEG). From 2016 to 2017 he was a member of the supervisory board of EBG MedAustron GmbH.

In the summer of 2014 he was named for the post of Austrian Finance Minister to be appointed by the ÖVP .

From 2013 to July 2019 Haber was a member of the General Council of the Oesterreichische Nationalbank and from 2013 to 2018 Vice President of the Fiscal Council . From 2015 to 2019, Haber was an independent financial expert on the supervisory board of Hypo NOE Landesbank (or, before the corresponding merger, also of Hypo NOE Gruppe Bank) and from 2017 to 2019 a member of the supervisory board of Bundesrechenzentrum GmbH (BRZ). Haber has been a member of the management board and supervisory board of Caritas Vienna since 2018 . Haber has been a member of the supervisory board of the FMA (financial market supervision) and BLM Liegenschaftsverwaltung GmbH as well as alternate governor on the board of directors of the International Monetary Fund (IMF) since 2019.

In the 2016 economists ranking by FAZ, NZZ and Presse, Haber was listed in 5th place for Austria.

Haber was President of the Fiscal Council from October 2018 to February 2020 . In June 2020, Martin Kocher was appointed as his successor as President of the Fiscal Council.

Since July 2019 he has been Vice Governor of the Oesterreichische Nationalbank. In return, he wanted to end his role as Chairman of the Fiscal Council at the end of his term in October 2019, in fact he resigned in February 2020.

Research and Teaching

Haber researches and teaches economics in the areas of economic policy , regional economics , impact analyzes, European integration (European Monetary Union), quantitative methods in economics and applied econometrics, as well as health economics . Banking, money and financial markets, credit management, bank controlling, risk management, bank valuation, corporate governance and operations research as well as management in the health sector are key areas in business administration.

In his publications, Haber focuses on the modeling, estimation, simulation and optimal control of economic systems, mainly with the help of econometric models and simulation models ( multi-agent simulation ). In the context of an economic multi-agent model (AS1), Haber shows, for example, that active learning with genetic algorithms in the context of endogenous expectation formation under imperfect information despite limited rationality can lead to an improved approximation of the economic policy objective function, whereby the complexity of the expectation formation mechanisms of is of minor importance.

In the public discussion, Haber is often represented with assessments and comments on current issues of economic policy, budget policy, financial markets and the health sector.
