Hut solution (Saarland)
An economic and structural policy decision is referred to as a smelter solution , with which the ownership structure of the steel industry in Saarland was reorganized around the turn of the millennium in order to secure the future viability of the industry and to preserve jobs in the industry.
prehistory
By the end of the 20th century, the process of concentration in the Saarland steel industry was largely over. There were still two important suppliers, Saarstahl AG with plants in Völklingen , Saarbrücken-Burbach and Neunkirchen, and AG der Dillinger Hüttenwerke in Dillingen . Due to the steel crisis , the Saarland steel industry got into economic difficulties, which culminated in the bankruptcy of Saarstahl AG in 1993.
As part of the bankruptcy proceedings of Saarstahl AG, the sale of the company to a large steel group was discussed. However, this was linked to the fear that this sale would lead to severe job cuts in Saarland and ultimately to the closure of the Saarland plants.
Montan Foundation Saar
In order to prevent the Saarland steel industry from bleeding out, state politics and shareholders of the steelworks agreed on a foundation solution. The then Saarland Prime Minister Oskar Lafontaine was in charge .
As a result, the Montan-Stiftung Saar was founded in 2001 by the two founders Saarstahl AG and AG der Dillinger Hüttenwerke. The Saarland contributed its state-owned shares in the steelworks to this foundation. Since then, the Montan-Stiftung Saar has held majority stakes in the two Saarland steel manufacturers through its 100% subsidiary SHS Stahl-Holding Saar GmbH & Co. KG ; In addition, there are mutual participations between Saarstahl and Dillinger Hütte, so that the foundation actually exercises control over the Saarland steel industry. The Saarland steel industry therefore actually belongs to itself.
Foundation purpose
The Montan-Stiftung Saar pursues the following goals:
- Promotion of science in research and teaching including the next generation of academics,
- Promotion of vocational training measures with the aim of avoiding unemployment,
- Promotion of environmental protection projects,
- Promotion and strengthening of the steel industry on the Saar.
