The gas network Hamburg GmbH (formerly: Hamburg Netz GmbH ) operates as a 100% subsidiary of the City of Hamburg , the natural gas network in the area of Hamburg and employs around 500 people. The network comprises around 7,900 kilometers of cables and around 160,000 house connections. Gasnetz Hamburg GmbH was created by taking over all shares in the former Hamburg Netz GmbH as a result of the referendum in 2013

history

Until the end of 2017, Hamburg Netz GmbH (previously: E.ON Energie 36. Beteiligungs-GmbH ) was the operator of the natural gas network in the Hamburg area. Hamburg Netz GmbH was a subsidiary of Hansewerk AG, which, in addition to supplying natural gas in the Hamburg area, also offers other technical services. According to its own company website, it has been operating the natural gas network in the Hamburg area since January 1, 2010, with a length of around 7,300 kilometers and around 150,000 connections. The shareholders of Hamburg Netz were E.ON Hanse AG with 74.9 percent and HGV Hamburger Gesellschaft für Vermögens- und Beteiligungsmanagement mbH with 25.1 percent.

With entry in the commercial register on August 31, 2009, the company changed its name from E.ON Energie 36. Beteiligungs-GmbH, Munich to E.ON Hanse Hamburg Netz GmbH, Hamburg and on December 7, 2009 to Hamburg Netz GmbH, Hamburg . In 2010 E.ON Hanse AG restructured network operations in northern Germany and divided the previous E.ON Hanse gas network into three network areas, the Hamburg area, the Schleswig-Holstein / North Lower Saxony area and the Mecklenburg-Western Pomerania / Brandenburg area.

In the referendum held together with the 2013 Bundestag election on September 22, 2013, 1,292,984 people entitled to vote, with 14,968 invalid votes and 428,980 (49.1 percent) votes against, 444,352 (50.9 percent) voted for the full repurchase of the energy networks . The referendum came about. In 2014, the city should compete as a co-bidder against the previous concession holder E.ON when the new concessions are awarded in 2014. The licenses are awarded to the most suitable applicant by the City of Hamburg under the supervision of the Federal Network Agency and the Federal Cartel Office.

Urban participation and energy concept

With the participation of the Free and Hanseatic City of Hamburg in Hamburg Netz GmbH and in the Hamburg electricity and district heating network operators, Mayor Olaf Scholz wants to gain strategic influence on the energy transition. Scholz literally on NDR: "We have achieved that Hamburg becomes the metropolis in Germany with the largest capacities for storing energy and the most modern energy concept - without questioning its role as a location for energy-intensive industrial companies." Part of the energy supply concept for the city agreed with E.ON Hanse as part of the participation are comprehensive measures for a climate-friendly gas and local heating supply. In addition, the city receives a guaranteed dividend of 4.2 percent from Hamburg Netz GmbH. The Senate and the citizenship approved the plans to acquire shares. The company's supervisory board has also given its approval. Approval by the Federal Cartel Office is also required. The initiative “Our Hamburg - our network” has been calling for the complete repurchase of the energy supply networks in the Hanseatic city since 2010. The initiative won the referendum with just under 50.9 percent approval, which meant a lead of only 15,000 votes. The approval had fallen: In February 2013, 64 percent of Hamburg residents had spoken out in favor of a buyback. According to a ruling by the Federal Court of Justice in December 2013, municipalities must select the network operator in a non-discriminatory and transparent process. This also applies if a municipality intends to transfer the network to its own municipal utility. In the opinion of the BGH, the goals of network operation efficiency, consumer friendliness, inexpensive and safe supply and environmental compatibility must be given priority in the case of a non-discriminatory award. This judgment is of fundamental importance and also decisive for the further procedure after the referendum in Hamburg.

As part of the energy concept negotiated with the companies, Hamburg has secured investments in renewable energies that go well beyond grid operation. E.ON Hanse promised, among other things, a massive expansion of combined heat and power, the use of solar and industrial waste heat in the local heating networks and the construction of a power-to-gas system that converts excess wind power into renewable natural gas. That is why even environmental organizations criticize the plans of the "Our Hamburg - our network" initiative: The chairman of NABU Hamburg, Alexander Porschke , pointed out in a TV interview in December 2011 that "in the end, you can do without a referendum" , provided that the companies involved drive the energy transition. However, in a statement on the referendum on September 4, 2013, he was no longer so optimistic about the motivation of the large energy companies to drive the energy transition. "Vattenfall, E.on, RWE and EnBW control around 80 percent of the electricity market in Germany, but only produce around seven percent of renewable energies. The German electricity market is organized by law in such a way that renewable energies are always sold first. That is why they have four large energy suppliers are interested in slowing down the development of renewable energies in order to be able to better utilize their existing power plants "

The Chamber of Commerce as well as the CDU and FDP had previously spoken out against a complete takeover of Hamburg's energy networks. In an article in the Hamburger Abendblatt, the economist and business economist Sebastian Schröer from the Hamburg World Economic Institute ( HWWI) deals with the ways in which network operators can influence the energy transition: Due to the strict requirements of the Federal Network Agency and the separation of network operation and energy sales, it is "a fundamental misunderstanding", wanting to influence the energy transition in Hamburg by buying back the grid. Citing the Chamber of Commerce, Schröer calls the purchase of 25.1 percent of the networks a “political-economic compromise”. Due to guaranteed returns, the participation is still "good business for the city budget," emphasizes the HWWI scientist.

The member of parliament and lawyer Walter Scheuerl (non-party, CDU parliamentary group) founded an initiative in January 2013 under the name “Our Hamburg - good network” against a complete repurchase of energy networks by the Free and Hanseatic City of Hamburg.
