The Münster Chamber of Crafts (HWK Münster) with its headquarters at Bismarckallee 1 in Münster is the self-governing organization of the craft in the Münsterland and Emscher-Lippe region. It was founded on April 9, 1900 on the basis of the Reich Law on Trade Regulations of July 26, 1897 as a corporation under public law and looks after the interests of self-employed craftsmen and their employees. As a service center, the chamber offers a wide range of information, advice and training. It works in close cooperation with the regional guilds and district craftsmen's associations in the Münster chamber district, over which it has legal supervision. The HWK Münster is a member of the West German Chamber of Handicrafts based in Düsseldorf and part of the German Chamber of Handicrafts based in Berlin and through this a member of the Central Association of German Handicrafts .

Chamber district Münster

The district of the Münster Chamber of Crafts is located in North Rhine-Westphalia on the border with the Netherlands, includes the Münsterland and the Emscher-Lippe region and is identical to the Münster administrative district with around 2.7 million inhabitants. Around 192,000 people work in these 27,900 companies and generate an annual turnover of 23 billion euros. 15,200 young people receive training in the region’s handicrafts.

In addition to the Chamber of Crafts in Münster, there was one in each of the eight urban and rural districts of the chamber district Kreishandwerkerschaft as a common interest group of the respective guilds . history

In the name of Kaiser Wilhelm , an order was issued on July 26, 1897 to form chambers of crafts and to provide them with key functions of self-determination. This led to the establishment of the chambers in which the craftsmen are organized regionally. The Chamber of Crafts in Münster was founded a little later on April 9, 1900, when 24 craftsmen, representing the guilds and trade associations, opened the first general assembly. The first president of the chamber was the master carpenter Hermann Kleist. A. Schellen was appointed as general manager. Together with the chambers in Arnsberg and Dortmund , the first Westphalian Chamber of Crafts was held in 1901. The chamber created binding foundations for the practice of the profession and developed more and more from a regulatory and administrative authority to a supervisory and support factor for the profession, the employed and the companies. After initially there was little public interest in the craft, the reputation has now improved increasingly. Since 1953, the craft regulations have described the tasks of the Chamber of Crafts.

membership

The Chamber of Crafts includes the owners of a business of a craft or craft-like trade in the Chamber of Crafts district as well as journeymen, other employees with completed vocational training and the apprentices of these tradespeople. The Chamber of Crafts also includes people from the craft who independently carry out a so-called non-essential activity of a craft. This is stipulated in Section 90, Paragraphs 2 to 4 of the Crafts Code. There is a compulsory membership in the Chamber of Crafts.

Committees, honorary and full-time positions

The Chamber of Crafts fulfills its tasks in the economy, state and society in partnership with voluntary and full-time workers. Volunteers are active in these committees of the Münster Chamber of Crafts:

The highest body is the general assembly with 60 elected members; including 40 representatives of employers and 20 representatives of employees in the skilled trades. They represent the entire trade and craft-like trades. The plenary assembly meets twice a year and takes decisions on all essential issues that affect the work of the Chamber of Crafts and the protection of the interests of the entire craft sector. This also includes setting the budget, fees and contributions as well as the regulations on vocational training. The general assembly elects the members of the board and the committees.

The board of directors is responsible for the administration of the Chamber of Crafts. It consists of the president as chairman as well as two vice-presidents and six other members.

The committees advise the plenary assembly and prepare proposals and opinions for them.

The current business is conducted by the general manager.

As a self-governing body of the craft in the form of a corporation under public law, the Münster Chamber of Crafts advocates the interests of the craft. The chamber performs a large number of tasks that are specified in Section 91 of the Crafts Code . This includes:

The goals are the well-being of the associated craft businesses, the strengthening of their performance and competitiveness and the maintenance and improvement of the legal and political framework conditions as a prerequisite for their existence. Strengths such as flexibility, innovation and customer proximity should be promoted. At the same time, the companies are supported in responding to new requests, in solving complex issues and in opening up new markets at home and abroad.

Education, advice, support - these are the main areas of work. The Chamber of Crafts promotes craft and craft-like businesses and potential start-ups and provides a comprehensive, needs-based educational program for entrepreneurs and employees.

Political advocacy

The Chamber of Crafts advocates a policy that is friendly to small and medium-sized businesses and the improvement of the framework conditions for the craft in the Münster chamber district. It maintains close contact with the Münster district government as well as the districts and municipalities of the Münsterland and the Emscher-Lippe region. Here it articulates the interests of the skilled trades - the employers and employees it represents - in relation to regional structural policy. Through its participation in committees of the craft organization, the chamber's political positions also flow into the craft's statements on state, federal and EU policy. The Chamber of Crafts is also regularly in direct contact with state ministries and representatives from the region.

Recruitment and training advice

Education center of the Münster Chamber of Crafts

The Münster Chamber of Crafts Education Center is a center for educational services of the Münster Chamber of Crafts for apprentices, journeymen and masters, but also interested parties from other economic sectors. It offers various educational modules:

  • Training: The training of the apprentices in the company and school is supplemented by the inter-company instruction (ÜLU) in the training workshops of the HBZ. To prepare for a career, there are adaptation measures, advanced training and full training as special measures, as well as exam preparation as support during the apprenticeship. Target groups are unemployed adults and young people.
  • Master schools: Master schools to prepare for the master craftsman's examination are offered in 29 occupations alongside work and as a day school.
  • Further education: The further and further education offer of the HBZ includes business administration and technical, creative, commercial-technical, information technology and commercial seminars and courses.
  • Studies: The "Academy of Building Crafts" conducts the "Building in Existing Buildings - Bachelor of Engineering" course in cooperation with the Civil Engineering Department of the Münster University of Applied Sciences. The “Fashion Management” bachelor's degree is offered in cooperation with the medium-sized technical college in Bielefeld.
  • Company training: Training is carried out either on site in the company or on the premises of the main center.

The Münster Chamber of Crafts laid the foundation stone for this facility in the 1950s: in 1956 it opened its first training workshop on Körnerstrasse in Münster. Another educational facility was added in 1976 on Daimlerweg. In 1978 the first construction phase for the Chamber of Crafts Education Center (HBZ) was built on Echelmeyerstraße in Münster. In 2013, the Münster Chamber of Crafts opened additional educational facilities on Haus Kump: the design and media transfer center and the half-timbered competence center.

The HBZ has a total of 56 training workshops, 9 IT and multimedia rooms and over 30 classrooms - all of which are barrier-free.

As early as 1902, the Chamber in Münster published its first monthly information sheet. Since 1969 it has been involved with its own section of the national craft newspaper, which has its central editorial office in Düsseldorf and which now appears under the title "DHB - Deutsches Handwerksblatt". In the 1970s, a separate department for public relations was set up, which over time was expanded to become a staff area.
