Hannibal (Dorstfeld)

Hannibal (also: Hannibal II ) is the name of a residential complex on Vogelpothsweg in Dortmund-Dorstfeld . The complex consists of eight adjacent terrace high-rise buildings with up to 16 floors, which contain 412 apartments with areas from 20 m² to 100 m², of which 304 are maisonettes and 108 smaller student apartments with one floor. In contrast to Hannibal Nordstadt, there are no commercial premises. The complex was evacuated in September 2017 due to fire safety deficiencies and has been uninhabitable since then.

Ownership

The Hannibal was built from 1972 to 1975 by Dogewo , which sold it to the listed housing company Janssen & Helbing in 2004 . This began extensive renovation work because the building had structural defects, but filed for bankruptcy in 2005 . The complex was placed under compulsory administration and the work was canceled, so that there have been more modern facades and windows in one part of the building, while the rest is in the state of the 1970s.

The problems increased, so the security guards were fired, the surveillance cameras were switched off and repairs were kept to the absolute minimum. Since then, the owner of the complex has changed several times, mostly forced administrations, but the prevailing deficiencies have not been remedied. The main known problems before the evacuation were the frequent failures of the elevators and, in some parts, construction defects such as leaky windows and peeling plaster.

A real estate appraisal put the market value of the unrenovated complex at 3.6 million euros, the costs of the necessary work at 9.2 million euros. In addition, the appraiser recommended that a fire protection report be drawn up and pointed out that there were no fire bulkheads in the shafts of all buildings.

The Liege 49 Properties GmbH in 2011 auctioned the building for 7 million euros. This company belongs to the Berlin Intown Group . Intown Property Management will act as property management company from 2016 to 2019, and Allsites Property Management GmbH has been managing the property since 2019, with its headquarters at the Intown location in Berlin.

eviction

During a fire show on August 29, 2017, numerous defects to be remedied by the owner were identified. During an inspection on September 19, further serious deficiencies in the escape routes were found. It was also discovered by chance that smoke gases could spread unhindered from the underground garages into the living areas and between the floors via the continuous air and cable ducts. This is in line with the concerns expressed in the property appraisal prior to auctioning the complex.

The city of Dortmund issued an eviction order on September 21, 2017. The building complex was evacuated that evening and its use was prohibited. All apartments were sealed and the buildings were guarded by a security company, initially a fire security guard also set up by the Dortmund fire department. Upon request, residents could visit their premises for a short time and accompanied.

According to the utility DEW21, the water supply in the building was shut off at the end of 2017 ; the local heating contracting heating system was also dismantled. The building was shut down on January 31, 2018. The guard was only spotty. Few tenants fought for the opportunity to enter their apartments through legal action. As a result, burglaries and devastation became known.

Further development

A lawsuit is pending between Intown and the city of Dortmund before the Gelsenkirchen Administrative Court regarding the legality of the eviction order and the payment of the associated costs in the amount of 780,000 euros.

According to an announcement made by the owner in 2018, the residential complex should be completely renovated from mid-2019 and be ready for occupancy again by the end of 2020. He stated that more apartments should be available than before, including student and single apartments. The remaining tenants should be allowed to return to the old conditions.

This schedule was not followed. The owner redeemed the existing in May 2018 mortgage and made the Hannibal thus independent of other owned properties. In April 2019, he submitted a draft of a building application , which was rejected by the building authority of the city of Dortmund because the fire protection problems would persist. An improved draft was presented in May 2020.
