Hans-Josef Vogel

Hans-Josef Vogel (* 27. April 1956 in Werl ) is a German politician of the CDU . He is the regional president of the Arnsberg administrative district and was previously mayor of the city of Arnsberg . He is one of the founding members of the Federation of Energy Consumers . Vogel is a member of the Committee of the Regions (CoR) of the European Union.

Life and work

After graduating from high school, studying law, philosophy and political science, and after completing a supplementary course in administrative sciences at the German University of Administrative Sciences in Speyer, Hans-Josef Vogel became a research assistant at the Institute for Economics and Society in 1985 after his second state examination in law Bonn (IWG Bonn). There he worked on economic policy, demography and the reorganization of competitive exceptional areas.

For the CDU parliamentary group, Vogel supervised the investigative committee of the state parliament of North Rhine-Westphalia on illegal party financing.

In the autumn of 1987, Hans-Josef Vogel moved to the municipal administration as an advisor to the city ​​director and advisor for schools, culture and sports for the city of Münster . In 1991 he took over the administrative management for the Landesfunkhaus Sachsen of the newly founded Mitteldeutscher Rundfunk (MDR) in Dresden and contributed to the development of the MDR in Saxony.

In 1993 Hans-Josef Vogel was elected City Director of the City of Arnsberg. He reformed the administration there into a modern service company with integrated service centers in the districts, an active complaint management system - the first complaint management system of a public administration in Germany - and with then completely unusual opening times on Saturdays. At the same time, Hans-Josef Vogel strengthened the role of the citizen as a “customer” of the administration and as a “co-producer” of public services. This also enabled him to significantly reduce bureaucracy.

In 1999 the citizens elected him the first full-time mayor of the city of Arnsberg. In 2004 Hans-Josef Vogel was confirmed in office with 62.1% and in 2009 with 61.5% of the votes. Vogel also emerged successfully from the 2014 municipal elections and was elected mayor for another six years.

Since 2000 Vogel has been a member of the administrative board of the municipal community center for administrative management (KGSt). Hans-Josef Vogel has been a member of the Committee of the Regions (CoR) of the European Union since 2005 . He works in the commission for education, youth, culture and research, EDUC, and in the commission for natural resources (NAT).

In July 2017, Vogel was appointed by the newly elected Prime Minister, Armin Laschet , as the District President of the Arnsberg District with effect from September 1, 2017 . As a result, he resigned from the office of mayor of the city of Arnsberg.

Honors

The Romanian twin town Arnsbergs Alba Iulia granted him honorary citizenship of the city in April 2009 .
