Life

Hans Joachim Schwagerl studied law and political science at the Universities of Göttingen and Bonn from 1949 to 1953 and received his doctorate in 1956 on The Alibi in Criminal Science and Criminal Trials. He spent five years with the Office for the Protection of the Constitution in Cologne. In the 1970s he was government director in the Hessian Ministry of the Interior and, as head of the nationwide unique department “Positive Verfassungsschutz”, ran public relations work for the domestic secret service. The controversial official criticized the radical decree with the words: "Democrats cannot be educated by the means of fear". In an article for the weekly newspaper Zeit , Schwagerl called for a public debate about the activities of the protection of the constitution . The public has “a right to know how those think and act who are specifically called to protect this constitution”. He was one of the initiators of the “Federal and State Conception of the Protection of the Constitution through Enlightenment”.

When Schwagerl was the first constitutional protection officer to receive a teaching position at a West German university in the Faculty of Social Sciences at the University of Giessen in 1975 , this led to protests, and left-wing students blocked the event. From 1976 to 1984 he taught at the TH Darmstadt .
