Harald Eberhard (born February 27, 1978 in Vienna ) is an Austrian lawyer and university professor . Eberhard is currently Professor of Public Law at the Institute for Austrian and European Public Law at the Vienna University of Economics and Business .

Harald Eberhard was born on February 27, 1978 in Vienna and graduated in 1996 from the Bundesrealgymnasium Gottschalkgasse in Vienna- Simmering . From 1997 to 2001 he studied law at the law faculty of the University of Vienna . On June 27, 2001, he graduated as a Magister in Law (Mag. Iur.), Whereupon Eberhard worked as a project assistant at the Institute for Constitutional and Administrative Law for the country report on an international study in the field of security police law. From 2001 to 2002 graduated Harald Eberhard also the Doctoral Program in Law and became on 10 September 2002 Doctor of Law (Dr. iur.) Graduated .

Professional background

Following his diploma and doctoral studies, Harald Eberhard became a university assistant at Theo Öhlinger's chair at the Institute for Constitutional and Administrative Law at the University of Vienna from 2002 to 2008 . From March 1, 2008 to September 30, 2011, he was a research assistant at the Austrian Constitutional Court under constitutional judge Rudolf Müller and a member of the presidential department of the Constitutional Court.

The venia legendi , i.e. the license to teach constitutional law and administrative law , was obtained by Eberhard with his habilitation at the University of Vienna on September 27, 2010. His habilitation deals with non-territorial self-government in Austria. In the summer semester 2011, Harald Eberhard finally received a visiting professorship at the Institute for Austrian and European Public Law at the Vienna University of Economics and Business. From October 1, 2011, he became a university professor for “Public Law with Special Consideration of European and Austrian Public Commercial Law” there. At the Vienna University of Economics and Business, he oversees his research and teaching activities as program director for the bachelor's degree in commercial law and as deputy program director for the master's degree in commercial law.

In addition to his work as a university professor, Harald Eberhard has been editor of the publications on international and comparative public law and co-editor of the ICL Journal (Vienna Journal on International Constitutional Law) since 2007 . In addition, he has been editor-in-chief of the Österreichische Verwaltungswissenschaftliche Blätter since January 2010 , a member of the board of the Austrian Society for Administrative Sciences since March 2010 and a member of the executive committee of the Austrian Society for Legislative Studies since May 2010. Since 2015 he has been a board member of the Interdisciplinary Society for Comparative Literature and Conflict of Laws (IGKK). Eberhard is also a member of the Coordination Board of the China-EU School of Law (CESL), a university jointly operated by the EU and China.

In 2017 Eberhard was elected to the Academia Europaea . In 2017 he also became an Associate Member of the International Academy of Comparative Law (IACL) in Paris.

Together with Theo Öhlinger, Eberhard wrote one of the textbook standard works on Austrian constitutional law ("Öhlinger / Eberhard, Verfassungsrecht"), which was published in 2019 in its 12th edition.
