Harold Arthur Stuart

Sir Harold Arthur Stuart GCMG , KCSI , KCVO (born July 29, 1860 in York , Yorkshire , United Kingdom ; † March 1, 1923 ) was a British civil servant in India and British plebiscite commissioner for the Inter-Allied Government and Plebiscite Commission for Upper Silesia (1921) .

Stuart graduated from King's College (Cambridge) and started working in the British administration in India in 1881 as Undersecretary of State in the government of Madras . From 1904 to 1909, Stuart served as director of the Criminal Intelligence Department . He later served as Secretary of the Interior for the Government of India for the British Empire . In 1921 he replaced Harold Percival as British plebiscite commissioner in Upper Silesia in the course of the referendum .
