After attending the village school in Eichlinghofen, Hansmann earned his living as a miner. He became involved in the trade union movement and social democracy at an early age. During the miners' strike of 1889 and the subsequent founding of the association to safeguard and promote mining interests in Rhineland and Westphalia , he played a leading role in Dorstfeld . He was also involved in founding the paying office of the miners 'association in Eichlinghofen, the workers' culture association, the Eintracht Eichlinghofen gymnastics club and the Bruderhand workers 'singers' club.

In the local elections in 1893, Hansmann  was the first Social Democrat to join the Eichlinghof council , despite the three-class voting rights . From 1919 to 1929, the year Eichlinghofen was incorporated into Dortmund, he was the mayor there. In the election to the German National Assembly in January 1919, Hansmann was elected to this constituent parliament for the constituency of Westphalia-South , to which he belonged until the first Reichstag of the Weimar Republic convened in June 1920, in which he was represented as a member until May 1924 . In 1926, Hansmann resigned from his position as district manager of the miners' association, but instead took over the chairmanship of the SPD district of Barop-Eichlinghofen.

Heinrich Hansmann was married to Emma Hansmann, nee Ruhfus. The couple had nine children, including the politician Wilhelm Hansmann .
