Dubbels was the son of a diamond cutter and was baptized on May 2, 1621 in the Oude Kerk in Amsterdam. As a marine painter, he was influenced by Jan Porcellis (1583 or 1585–1632) and Simon de Vlieger (1601–1653). He was in de Vlieger's studio from 1650 to 1653. There he came into contact with Jan van de Cappelle , whose influence was also noticeable in his winter landscapes and lake scenes. He then worked in the studio of Willem van de Velde the Elder and his son Willem van de Velde the Younger until they left Amsterdam for London in 1672. Ludolf Bakhuizenwas his pupil in the late 1650s or early 1660s, and later, conversely, worked in the studio of Backhuysen, the leading marine painter of the second half of the 17th century in Amsterdam. The quality of his pictures declined sharply towards the end of his life and in the end he only painted copies of inferior quality of his own earlier works. It used to be assumed that he died in the late 1670s, but there was evidence of his burial in the Niewe-Zuids Church on October 20, 1707.

He stayed in Amsterdam all his life. Dubbels married in 1651 and a second time in 1656. At times he had a clothes shop in the 1660s.

As he worked in the studios of other painters for a long time, some of his works were previously incorrectly ascribed to them.

His works can be found in leading art museums such as the Louvre and the National Gallery.
