Van Houten studied physics at the University of Leiden , where he received his doctorate in 1984. He then did research for the Stichting voor Fundamenteel Onderzoek der Materie (FOM) and from 1985 for the North American Philips Corporation (in the research laboratories in Briar Cliff, New York), among other things on quantum transport in semiconductor nanostructures and semiconductor lasers in the blue spectral range, where from 1991 to 1996 he was head of the experimental and theoretical physics department at Philips Research in Eindhoven .

From 1996 to 2001 he headed the optics department, where he was actively involved in the standards for Blu-ray Disc . In 2001/02 he headed the Storage Signal Processing department.
