Henryk Mieczysław Milcarz (born July 21, 1950 in Zagnańsk ) is a Polish politician , local politician and since 2005 a member of the Sejm in the V. and VI . Electoral term.

He graduated from the Warsaw School of Commerce . From 1978 to 1983 he was employed in a laboratory technology and industrial plant in Kielce , and until 1992 he headed the Cooperative for Mutual Aid in Agriculture in Samsonów . He was then deputy chairman of the Kielcer Abwassergesellschaft and in 2003 he became its chairman.

He was a member of the Polska Zjednoczona Partia Robotnicza (Polish United Workers' Party - PZPR), later he joined the Socjaldemokracja Rzeczypospolitej Polskiej (Social Democracy of the Republic of Poland - SdRP), in 1999 he became a member of the Sojusz Lewicy Demokratycznej (Federation of Democratic Left - SLD). Among other things, he was chairman of the SLD Voivodship Council for the Świętokrzyskie Voivodeship . From 1998 to 2005 he was chairman of the district council in the Powiat Kielecki .

In the 2005 parliamentary elections , he became a member of the Sejm for the first time for the SLD. In the 2007 parliamentary elections , he was re-elected to the Sejm from the list of Lewica i Demokraci (Left and Democrats - LiD) with 7,960 votes for the constituency of Kielce. He is a member of the Sejm commissions for economy and environmental protection.

On April 22, 2008 he became a member of the newly founded Lewica parliamentary group .
