Herbert Schenkelberg

Herbert Schenkelberg (* 1952 in Herschbach ) is a German judge and administrative lawyer. Until January 2014 he was police chief of the police headquarters in Düsseldorf . Since then he has been the department head of the penal system in the NRW Ministry of Justice.

Schenkelberg was born in 1952 in the Westerwald. He studied law at the University of Bonn , which he finished in 1978 with the 1st state examination . In 1980 he passed his second state examination. Following his legal clerkship , he worked as a research assistant at the Institute for Public Law at the University of Bonn, before moving to the administrative court in Cologne as a judge , where he stayed for five years.

At the end of 1987 he switched to the North Rhine-Westphalian Ministry of Justice as head of department , where he also became a full-time examiner in the State Judicial Examination Office . After his time in the Ministry of Justice, he was appointed judge at the Higher Administrative Court. At the beginning of 1992 he moved to the Ministry of the Interior as a ministerial advisor , where he initially worked as head of department in the Office for the Protection of the Constitution , before moving to the Police Department in 1994 . He then worked as a cabinet and state parliament advisor and as a personal advisor to the State Secretary. At the suggestion of the then State Interior Minister Fritz Behrens , he was appointed Police President Essen on March 1, 2000. On April 1, 2006, he succeeded Michael Dybowski as the police chief of Düsseldorf. His successor as police chief is Norbert Wesseler .

In addition, Schenkelberg has been an examiner in the second state examination in law since 1987; since 1999 he has been chairman of an examination committee. In 2009 he was a lecturer at Bielefeld University .
