Hessian Police Headquarters for Technology

The Hessian Police Headquarters for Technology (HPT) (formerly the Presidium for Technology, Logistics and Administration; PTLV) is the central Hessian police authority for information and communication technology as well as other operational technology and for equipment, procurement and administration in the police sector. The Presidium is based in the Europaviertel in Wiesbaden and emerged as part of the police organizational reform in 2001 from the dissolved Hessian Police Administration Office (formerly the Economic Administration Office of the Hessian Police), from the IT department of the Hessian State Criminal Police Office and from parts of the Hessian Police Traffic Office (HPVkA ).

The bureau is responsible for

• the development and implementation of standards in the technical area and as a central procurement office for technical equipment, in particular
  • the mobility and fleet management of the Hessian police on the road, on the water and in the air,
  • uniforms (also for the judicial authorities),
  • the equipment (weapons, ammunition, equipment),
• the function of the waste and dangerous goods officer of the Hessian police, also for costs and claims as a coordination, competence and advice center in matters of waste disposal and the transport of dangerous goods and coordination office for basic issues of occupational safety of the Hessian police,
• the commercial accounting,
• the coordination, monitoring and operational implementation of the requirements of information and communication technology security, thus for the operation and technical / tactical support of the police and non-police Hessian BOS digital radio and authorized state operations center digital radio (LBD) for nationwide operation,
• the planning and determination of requirements, as well as the implementation of projects, the support and further development of the technical applications for the construction planning coordination in new construction, conversion or renovation measures, also for the coordination between the Hessian real estate management and the Hessian police authorities

• the technical coordination of the Hessian call center and the operation of the own call center,
• the recovery of evidence objects, also for the weapons authorities (district and public order offices) and judicial authorities.

With these tasks, the HPT exercises the technical supervision of the information and communication systems as well as the technical equipment via the police headquarters subordinate to the state police headquarters and can also issue the necessary instructions for individual cases in this context. The Presidium for Technology, Logistics and Administration, with headquarters in 65197 Wiesbaden , Willy-Brandt-Allee 20, employs around 420 people. It is a task-related mix of specialist and administrative officers, police officers and collective bargaining employees. The 158 police officers come from both the protective and criminal police. procurement

As the Central Procurement Office (ZBSt), the HPT is responsible for police procurements, i.e. the requirements that directly serve to fulfill the tasks of the police, and for the procurement of uniforms for the judiciary and (if contractually agreed) for the municipal authorities. As a so-called professional buyer, it supports you in defining the requirements and the quantity required if procurements are carried out by other central procurement offices ( HZD , OFD ) for reasons of responsibility . The procurement volume in 2016 was around EUR 67 million with around 1,100 procurement transactions.

Public law and civil law claims

According to the Hessian Law on Public Safety and Order (HSOG), Department 1 is responsible for collecting the costs of measures by the police authorities and the provisions of the law on administrative costs (towing measures, detention, transport escorts or after deployments due to false alarms). The area of ​​responsibility also includes the examination and enforcement of civil law claims of the State of Hesse in connection with accidents at work and off-duty accidents as well as property damage. In 2016, 21,121 cost notices raised pecuniary claims of 4 million euros and 636 civil law claims 603,000 euros in favor of the Hessian police budget.

Vehicle fleet

In the state administration , the Hessian police are the largest vehicle owner; in 2016, approx. 21 million euros were invested in the purchase of 509 vehicles. The Hessian police have a total of almost 4,000 vehicles, including 126 leased vehicles and 230 federal vehicles. In addition, the police have three police helicopters, one aircraft, eight larger and 14 smaller boats. The HPT is responsible for traffic law as the approval authority for vehicles of the Hessian police and for state-owned vehicles of the fire brigades and the other units and facilities of the disaster control, the responsibility as the driving license authority and driving instructor licensing authority of the Hessian police and the responsibility as a technical testing center.

Protective equipment

Shooting Range Expert Office

Department 4: BOS-Funk Hessen

Department 4 of the HPT is the decisive technical and tactical-operational decision-making body in all questions relating to the topic of digital radio with a total of 75,665 participants (BOS-Hessen) on 72,767 devices in the network. The federal government and the federal states operate a nationwide standardized digital radio network for all authorities and organizations with security tasks (BOS) . In addition to the police, the BOS includes in particular the fire brigades, the technical relief organization, the rescue services and the disaster control authorities.

Digital radio in Hessen

The state office BOS-Funk Hessen is nationwide as unique. In addition to the tasks of a coordinating body and an authorized body, the alerting of the non-police forces of the authorities and organizations with security tasks is ensured via digital radio in Hessen. Hesse is the first federal state to consider active alarms in the TETRA network when introducing digital radio and in particular reacts to the requirements and special features of the around 75,700 volunteer fire brigades, professional and plant fire brigades, emergency and emergency services and disaster control . For the well-developed network with a high network quality and coverage with 99 percent of the Hessian state area for vehicle radio and 97 percent for handheld radios in the settlement areas, the HPT relied on a higher standard from the beginning (GAN 2/4 to GAN 0/2) compared to other federal states.
