After studying political science at the Gakushūin , Kamei joined Nippon Yūsen in 1962 . A year later he became secretary to Shūgiin MP Matsuda Takechiyo . From 1967 he worked for Yoshida Kōgyō , where he became a board member in 1969.

In 1974 Kamei won a seat in the Sangiin as a candidate of the Liberal Democratic Party (LDP) and was re-elected for a second term in 1980. In the Shūgiin election in 1990 , Kamei was elected to the Shūgiin for the first time in the Shimane constituency and has since been re-elected five times after the constituency reform of 1994 in the 3rd Shimane constituency. In the party, Kamei initially belonged to the Kōchikai , in 1999 he was one of the founders of the Taiyūkai of Yōhei Kōno . From 1997 to 1998 Kamei was the head of the State Land Ministry in the 2nd Cabinet of Ryūtarō Hashimoto .

Before the Shūgiin election in 2005 , Kamei left the LDP as an opponent of the post-privatization planned by Prime Minister Koizumi and became co-founder and general secretary of the New People's Party. He described Koizumi's politics as "authoritarian". Kamei ran in the 2nd constituency against Takeshita, but received only the second highest percentage of votes and was again only re-elected via the proportional representation list.

In 2009 Kamei lost his seat in the Shūgiin, as did the party chairman Tamisuke Watanuki . His successor as General Secretary of the New People's Party was Shōzaburō Jimi .
