The High-Level Policy Forum on Sustainable Development (HLPF, Eng .: High-level Political Forum on Sustainable Development ) of the United Nations is the key UN body for coordinating the global sustainability policy. All UN member states take part in the meetings of the HLPF. The body is also known as the UN Sustainability Forum.

history

The creation of the HLPF was one of the central results of the United Nations Conference on Sustainable Development (Rio + 20), which took place in June 2012 and has replaced the UN Sustainability Commission (CSD, Commission on Sustainable Development).

tasks

In July 2013, the UN General Assembly established the organizational structure of the HLPF in resolution A / 67/290. The HLPF should therefore take on the following tasks:

  • It should take on a political leadership role
  • Recommendations for sustainable development issue
  • Ensure better integration of the three dimensions of sustainable development (environment, social, economic)
  • Promote and facilitate the exchange of "best practices", experiences and obstacles in the implementation of sustainable development
  • Review the implementation of the Sustainable Development Commitments:
  • As of 2016, the HLPF will review the implementation of the commitments made, in particular the 2030 agenda, under the auspices of ECOSOC . These exams, with the participation of senior government officials, are voluntary.

Meetings

The HLPF meets:

  • every four years for two days at the level of the heads of state or government as part of the opening of the General Assembly
  • annually for eight days, including three days at ministerial level, within the substantive session of the Economic and Social Council of the United Nations (ECOSOC, Eng .: United Nations Eco nomic and Soc ial Council)

At the end of both meetings there is a negotiated political declaration which is presented to the General Assembly or to ECOSOC.

Meeting dates:

  • The HLPF started work on September 24, 2013.
  • From July 7th to 9th, 2014 the HLPF met for the first time at ministerial level after a one-week working session to discuss how the HLPF will work from 2016 onwards.
  • The HLPF met at ministerial level from July 6th to 8th, 2015, after discussions at working level on the future work of the HLPF had taken place.
  • From July 11 to 20, 2016, the HLPF met at ministerial level under the motto Leave no one behind .
I.a. 22 countries reported on the national implementation of the SDG goals on a voluntary basis: Egypt, China, Germany, Estonia, Finland, France, Georgia, Colombia, Madagascar, Mexico, Morocco, Montenegro, Norway, Philippines, Korea, Samoa, Switzerland, Sierra Leone, Togo, Turkey, Uganda and Venezuela.

In 2018, an overview of all national declarations of intent is planned for the first time in the context of the 2030 agenda. A comprehensive inventory of climate protection and financing is to take place in 2023.

Departmental responsibility in Germany

The Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and the Federal Ministry for Economic Cooperation and Development (BMZ) are jointly responsible for the HLPF in the federal government .

Youth participation in the HLPF

UN youth delegates (also: youth delegates for sustainable development) accompany the German government delegation to the meetings of the HLPF in New York. There you lobby around the United Nations for the interests of your generation, for whom rapid progress in the process of sustainable development is of particular importance. Current officials are and Rebecca Freitag (2017–2019) and Felix Kaminski (2018–2020). Former youth delegates are Johannes Wagner (2016–2018), Jasmin Burgermeister (2015–2017) and Rupert Heindl (2014–2016).
