The 2005 Higher Education Act is an Austrian federal act that regulates the conversion of the formerly Pedagogical Academies into Pedagogical Universities (PH) as institutions for teacher training in Austria. It replaced the Academies Studies Act (AStG 1999), with which in the course of the Bologna process separate “universities for educational professions” were to be created and the educational academies were to be converted into university institutions by 2007 at the latest.

With the Higher Education Act 2005, at the beginning of the 2007/2008 academic year, the universities of teacher education, which had previously existed as "educational academies", were established as the third academic educational institution alongside the universities and technical colleges.

The University of Education has the legal task of training both teachers and people in general educational occupational fields such as adult education within the framework of teaching and research in accordance with international standards (Section 8 HG). The universities of education therefore offer teacher training courses for the primary level (elementary school), for the secondary level (general education) and for the secondary level (vocational education) and also enable lateral entrants to acquire a teaching degree. In the secondary general education they do this in association with the public universities.

In other educational areas (e.g. elementary education), the universities of education offer bachelor's degrees. As part of further and advanced training, they accompany educators through their entire professional life.

Reform 2013

In the course of the “New Pedagogue Education”, teacher training has been taking place since 2013 in cooperation with universities and colleges of education no longer according to school type, but according to school levels, and consistently in three phases, namely a four-semester Bachelor, induction and two to three-semester Master. The completion of a multi-stage aptitude assessment and admission procedure is a prerequisite for admission to study. There are only three study areas left:

  • Primary level
  • Secondary general education
  • Secondary vocational education.
