The Yükseköğretim Kurulu , abbreviated to YÖK , is the central state control body of Turkish universities.

The University Council was founded in 1981 in accordance with the University Act No. 2547, which reorganized the higher education system according to the ideas of the military government . The universities were depoliticized and brought under state control. This abolished the autonomy and self-government granted to universities under the 1961 constitution .

Competencies and structure

The tasks of the university council were also laid down in the Turkish constitution of 1982 . The council appoints the deans , proposes rectors , controls the budget of the universities, determines the curriculum and decides on the student admission procedure ( ÖSS ). It was the university council that issued the headscarf ban at Turkish universities in 1982 . In 2004 there was a reform of the university entrance for graduates of the preaching schools ( Imam Hatip schools ). Since the reform these have been on an equal footing with grammar schools.

The most important bodies of the University Council are:

  • The General Council ( Genel Kurul )
  • The Chairman ( Başkan )
  • The Executive Council ( Yürütme Kurulu )

The University Council consists of 21 members, one third of whom are appointed by the President, the Council of Ministers and the universities. Until 2004, the General Staff also appointed a member of the University Council.

The president of the state appoints the chairman of the university council. The chairman since the end of 2011 is Gökhan Çetinkaya, who was the founding rector of the private İstanbul Șehir Üniversitesi from 2008 to 2011 . His predecessor as YÖK chairman was Yusuf Ziya Özcan from 2007 to 2011 .

Purge wave

After the attempted coup in Turkey in 2016 and the subsequent wave of purges in the police, judiciary and military, the University Council sent four rectors into temporary retirement at the end of July 2016. 1577 heads of faculties or departments had "submitted their resignation" at the request of the YÖK the day before. The YÖK also prohibited any trips abroad as part of the scientific exchange.
