Yusuf Ziya Ozcan

Yusuf Ziya Özcan (born March 15, 1951 in Ankara ) is a Turkish social scientist and was President of the Turkish University Council (YÖK) from late 2007 to 2011 . He was at the center of political controversies about university policy and Turkish secularism . Özcan was named among the fifty most influential people in Turkey in 2008.

Life

Özcan grew up in Erbaa in the village of Hacı Ali with his grandmother when his mother died young. As the son of an officer, he completed elementary school and high school in various cities in Turkey. In 1973 he graduated from Ankara University with a degree in sociology and worked for several years as a research assistant. He then went to the University of Chicago on a state scholarship and received his doctorate there. Özcan returned from the USA, began teaching in 1981 at the Technical University of the Middle East in Ankara (ODTÜ), where he obtained the academic degree "doçent" ( Assoc. Prof. 1989). From 1992 to 1994 Özcan taught at the International Islamic University Malaysia , where the later Turkish Foreign Minister Ahmet Davutoğlu ( AKP ) also taught at the time, and led an empirical research project on the relationship between development and traditional Islamic values ​​in rural areas of Kelantan Province examined.

As a sociology professor at the ODTÜ in Ankara, he also headed the Sociology Faculty in 2003 and 2004. Özcan has published in numerous publications on a wide range of topics, from mosque building, election analysis, police, adolescent smoking, poverty, gender equality to quality of life in Turkey.

He was an advisor to the president of TÜBITAK, the important science and research council of Turkey . From 2004 to 2008, Özcan was also chairman of the scientific advisory board of the "Organization for International Strategic Research" USAK ( Uluslararası Stratejik Arastirmalar Kurumu ); a think tank that believes the international relations discipline suffers from "limited occidentalocentric understanding and needs more different approaches." In 2003, Özcan was also one of the founders of the Pollmark market research company, which Recep Tayyip Erdoğan commissioned to conduct opinion polls before the Turkish parliamentary and presidential elections.

University policy

In December 2007, Özcan was appointed President of the Turkish University Council (YÖK) by President Abdullah Gül . In his first remarks after the appointment, Özcan emphasized his advocacy of freedom and against all bans, which was generally understood as an indication of the headscarf ban that has been in force at Turkish universities since 1982 . He also announced that he would look at the problems of the universities that had already been reported to the YÖK, make a list of priorities and then tackle them.

In February 2008 the parliament passed a highly controversial amendment to Articles 10 and 42 of the Turkish Constitution , which deal with equality before the law and the right to higher education. Özcan said that after the constitution was changed, no further laws were necessary to allow the headscarf to be released, while others said that the constitutional amendment was insufficient and that the higher education law, which defines the guidelines for universities, had to be adapted. Özcan accused dissenting principals of violating the constitution and threatened criminal prosecution. The Rectors' Conference then unanimously called for Özcan's resignation. The administrative court ruled a little later that the YÖK president had exceeded his powers in this matter. On June 5, 2008, the Turkish Constitutional Court annulled the constitutional amendments because they violated the constitutional requirement to separate state and religion. The dispute over the headscarf and the constitutional amendment is closely related in terms of time and content to the party prohibition proceedings against the ruling AKP party , which were initiated in March 2008 and rejected in July 2008.

In 2009, the YÖK decided under Özcan controversial changes to the Öğrenci Seçme Sınavı university entrance examination .

Özcan stated in an interview in December 2009 that Turkey has the capacity for 200 universities and that the establishment of private universities beyond state universities and foundation universities must be allowed.

In 2011, Özcan was replaced as President of the Turkish University Council (YÖK) by Gökhan Çetinkaya.

Özcan was Turkey's ambassador to Poland from 2012 to 2016 .
