The 2002 Flood Medal (Lower Saxony) was donated on November 26, 2002 by the then Lower Saxony state government as a token of grateful recognition for the extraordinary help provided by numerous emergency services and volunteers during the 2002 flood disaster as a state award for the state of Lower Saxony . The purpose of the foundation relates to locations in the districts of Lüneburg , Lüchow-Dannenberg , Harburg and the joint municipality of Horneburg .

The Flood Medal 2002 is awarded by the Prime Minister to all those who have provided assistance in fighting floods in Lower Saxony.

Shape, composition and way of wearing the medal

The bronze medal with a diameter of 35 mm shows the raised, embossed state coat of arms of Lower Saxony in the middle, which is enclosed by the inscription: LAND NIEDERSACHSEN * HOCHWASSER 2002 . The reverse shows the words in the upper two thirds: In gratitude and appreciation Under the lettering, the stylized representation of a helping hand and tidal waves is shown. The medal is worn on a red ribbon with narrow white stripes on the upper left side of the chest. It can also be worn in a reduced form.

Award procedure

The medal becomes the property of the borrower upon delivery. He also receives a certificate of award. In addition to the medal, uniform wearers receive a ribbon buckle with a scaled-down miniature on the front of the medal in the colors of the ribbon.

Award requirements

In order to be awarded the Flood Medal 2002, active assistance with flood control in Lower Saxony is required. The help must be in a factual and temporal context with the flood disasters in the summer of 2002 in the districts of Lüneburg, Lüchow-Dannenberg, Harburg or in the municipality of Horneburg, and it must be provided as an active personal effort on site. The flood medal is generally awarded for at least one day's use. Shorter assistance may be sufficient for the award if the award of a medal appears to be justified on the basis of the nature and circumstances of the personal commitment of the person providing assistance. Work performed in the context of a professional activity (e.g. police or full-time fire brigade) as well as for a fee is usually to be regarded as assistance. This can, however, be dispensed with if the person providing the aid renounces the award or if the award of the medal does not appear to be justified for other reasons.

Procedural rules

The district government in Lüneburg is appointed as the competent authority for compiling and examining the award proposals. Authorized bodies that should lead to the award of the medal are:

  • a) the aid and rescue organizations, armed forces involved, state authorities, offices, schools, etc. for their relatives,
  • b) the districts and municipalities for their employees including members of the fire brigades as well as for other helpers.

The suggestions must then be submitted to the district in whose area the assistance was provided. Double awards should be avoided as far as possible. If a helper was deployed in several districts, the district must submit the suggestion in whose area the helper first provided help. The suggestions are not to be justified in individual cases, they are to be kept general. The districts also check on their own responsibility whether the award requirements have been met; in cases of doubt, they should proceed generously. After checking, the districts then submit the suggestions (in a list) to the suggestion office in Lüneburg.

The suggestion office then examines the suggestions and ensures that any obvious deficiencies are rectified. Based on the suggestions, it then submitted the award proposals to the Ministry, also in a list with the following information:

  • a) family name,
  • b) first name,
  • c) date of birth,
  • d) home address,
  • e) Organization / troop organization / authority,
  • f) Function / rank, if applicable.

The Ministry of the Interior then informs the Lüneburg district government of the names of the helpers to whom the Prime Minister awarded the 2002 Flood Medal. In addition to its decision, the ministry also sends the medals and award certificates to the Lüneburg district government. This then initiates the delivery to the authorities entitled to apply.
