The directive on the assessment and management of flood risks (2007/60 / EC) or the flood risk management directive is a directive that provides a uniform framework for dealing with flood risk within the EU; Its aim is to reduce the negative consequences of floods for the four protected assets

On March 1, 2010, the directive was implemented in national law in Germany through the entry into force of Section 6 ( Sections 72 to 81 ) in the Water Management Act .

The Member States are bound by a three-stage procedure for implementation: in the first stage, the areas or water sections with a significant flood risk had to be determined by December 22, 2011. Based on this, flood hazard maps and flood risk maps had to be drawn up for the defined risk areas or waters at risk by December 22, 2013 . Flood hazard maps show the extensive extent of the flooding, the possible water depths and, if necessary, the corresponding flow velocities . A flood risk map shows the land use and the number of residents, protected areas and cultural assets in potentially affected areas. The maps refer to various scenarios that are defined by their probability of occurrence : Frequent, medium and rare flood events (e.g. "HQ100": "100-year flood" with the risk of occurring approximately every 100 years). The third implementation stage is the development of plans for flood risk management, which should contain goals for reducing the flood risk and measures to achieve these goals. The plans are to be completed by December 22, 2015 and should refer to all fields of action of flood prevention . Interested bodies should be involved in the development.

What is new about the flood risk management plans is, in particular, that they should take into account various flood scenarios (Article 6 Flood Directive). In addition, the guideline for the first time provides a river basin-based approach to flood risk management in Europe. However, these two aspects are implemented very differently in the member states of the EU.

The risk assessments as well as maps and plans are to be reviewed every six years and adapted to new findings.
