It extends along the northern flank of the Byrd Glacier from the confluence of the Merrick Glacier in an easterly direction to Cape Kerr on the edge of the Ross Ice Shelf . The western part of the cliff is dominated by Borowski Peak .
The Advisory Committee on Antarctic Names named it in 1965 after Harry R. Horney (1905-1986), Chief of Staff under Admiral Richard Evelyn Byrd in the US Operation Highjump (1946-1947).
