Horst-Michael Pelikahn

Horst-Michael Pelikahn (born November 11, 1952 in Dortmund ) is a German political official ( SPD ). From March 15, 2012 to February 2015, he was State Councilor of the Authority for Science and Research and, since February 2014, has also been State Councilor of the Cultural Authority of the Free and Hanseatic City of Hamburg . From February 2015 to March 2016, Pelikahn served entirely as State Councilor of the Hamburg cultural authority.

Life and work

After graduating from high school in 1971, Pelikahn studied law at the University of Hamburg , which he completed in 1980 with the Great State Examination. He then studied until 1982 with a doctoral scholarship at the Max Planck Institute for Comparative and International Private Law in Hamburg. His dissertation on Dr. jur. deals with the topic of "International Raw Materials Agreements".

Pelikahn began his professional career in 1982 when he joined the Hamburg administration, where he was initially a consultant, then department head in the legal department of the building authority at that time (today: authority for urban development and housing). In 1991 he moved to the tax authorities , where he became head of the “Money and Credit, Assets and Debt” department. In 1993 he took over the management of the housing office in the building authority and in 2000 he advanced to the position of Senate Director and member of the authority management with the areas of law, finance, organization, personnel, administrative modernization and company investments.

On March 15, 2012, Pelikahn was appointed as the successor to the sick Kristina Böhlke on the State Council of the Authority for Science and Research . After Ralf Kleindiek left the Hamburg civil service, the State Councilor for Culture Nikolas Hill moved to his post in the Department of Justice and Equal Opportunities, and on February 1, 2014, Pelikahn also took over the position of State Councilor for the cultural authority . Since the Hamburg state elections on February 15, 2015, Pelikahn has served entirely as State Councilor for the Hamburg cultural authority.
